Working collaboratively with internal and external stakeholders in the Africa region, the Regional Investigations Officer undertakes high-risk investigations of alleged misconduct or alleged violations of the ICRC internal policies and procedures, ensuring best practices are at all times observed. The role involves conducting impartial, survivor-centred investigations in line with humanitarian principles and ICRC internal policies.\n\n### Main Duties & Responsibilities\n- Conduct impartial, survivor-centred investigations into allegations of misconduct, including fraud, corruption, non-sexual harassment (NSH), abuse of authority, and sexual exploitation, abuse, and harassment (SEAH).\n- Assess complaints and referrals to determine investigative scope, risk level, and appropriate methodology, focusing on safeguarding and confidentiality.\n- Collect, preserve, and analyse evidence such as interviews, financial records, and digital data while maintaining data protection and chain of custody.\n- Produce clear, well-reasoned investigation reports that present factual findings and conclusions suitable for management and disciplinary processes.\n- Engage sensitively and professionally with colleagues, affected persons, witnesses, and subjects of investigations, ensuring dignity and protection from retaliation.\n- Provide technical advice and capacity-building support to field staff on reporting mechanisms and investigative standards.\n- Identify systemic risks, trends, and control weaknesses emerging from investigations to contribute to organisational learning and prevention strategies.\n\n### Requirements & Qualifications\n- University-level degree in law, social sciences, criminology, criminal justice, or a related field relevant to criminal or administrative investigations.\n- Typically 10 years of progressive experience in conducting investigations, preferably within humanitarian, international, or compliance-driven environments.\n- Extensive experience in investigation techniques, particularly where conduct may have criminal implications.\n- High level of integrity, independence, and sound judgement.\n- Proven experience in conducting investigations into allegations of SEAH and integrating protection measures for participants.\n- Knowledge of legal, procedural, and evidentiary standards and experience with gender-sensitive interviewing methodology.\n- Fluency in oral and written English and French (minimum C1 level for both).\n- Valid driving license for manual transmission vehicles.\n- Capacity to travel to and within conflict zones and pass a medical check-up prior to field departure.\n\n### Desired Profile\n- Professional certifications such as ACFE (Association of Certified Fraud Examiners) or CFE (Certified Fraud Examiner) are an asset.\n- Experience in human resources-related investigations (harassment, etc.) is an advantage.\n- Previous work experience in the Africa region is considered an asset.\n\n### What We Offer\n- Rewarding work in a humanitarian and multicultural environment.\n- Online trainings and onboarding courses.\n- Generous social benefits.\n- Inclusion in the ICRC talent pool for future assignments.\n\n### How to Apply\nInterested and qualified candidates should apply online through the International Committee of the Red Cross (ICRC) careers portal at .
