The United Nations Environment Programme (UN Environment) is the leading global environmental authority that sets the world's environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the environment. The Legal Officer, P3 role provides legal and procedural support to the intersessional and in-session Intergovernmental Negotiating Committee (INC) process and Secretariat.\n\n### Responsibilities\n- Provide legal and procedural support to the INC Secretariat and Bureau for the conduct of intergovernmental meetings.\n- Conduct research into substantive and procedural legal questions, including advice on rules of procedure.\n- Prepare pre-session documents, background papers, studies, reports, and draft texts of legal instruments.\n- Support the servicing of meetings, including INC sessions and Heads of Delegation meetings.\n- Respond to in-session legal questions and provide procedural advice on business conduct.\n- Review legal documents, identifying issues, similarities, and inconsistencies.\n- Prepare legal opinions and advice on international public/private law, UN Charter, and GA resolutions.\n- Draft and negotiate agreements and contracts with governments, NGOs, and other public/private entities.\n- Assess evidence, prepare briefs, and handle legal motions or submissions.\n- Provide guidance to junior staff and assist in representing the Organization before tribunals.\n- Collect and analyze data using visualization methods to support data-driven decision-making.\n\n### Requirements\n- Education: Advanced university degree (Master’s or Doctorate) in international law or a related field. A first-level university degree with two additional years of relevant experience may be accepted in lieu of the advanced degree.\n- Experience: A minimum of five (5) years of progressively responsible experience in law, including research and writing.\n- Specialized Experience: At least two (2) years of service with a government legal office or international organization secretariat specializing in international law and intergovernmental meeting procedures.\n- Environment Specifics: Experience relating to rules of procedure and institutional questions of UN-administered intergovernmental bodies focusing on the environment is required.\n- Desirable: Experience with UN Staff Regulations and Rules, and a minimum of two (2) years in data analytics or related areas.\n\n### How to Apply\nInterested and qualified candidates should apply online by visiting the United Nations careers portal via the application link provided below.
