The United Nations Environment Programme (UN Environment) is the leading global environmental authority that sets the world's environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system, and serves as an authoritative advocate for the environment. The Legal Officer will provide legal and procedural support to the intersessional Intergovernmental Negotiating Committee (INC) process and the INC Secretariat.
Key Responsibilities
- Provide legal and procedural support to the intersessional INC process and support the INC Secretariat in preparations and conduct of intergovernmental meetings.
- Conduct research into substantive and procedural legal questions, including advice on rules of procedure.
- Prepare pre-session documents addressing legal questions and draft texts of legal instruments.
- Support the INC Bureau and the servicing of meetings, such as INC sessions and Heads of Delegation meetings.
- Prepare procedural advice on the conduct of business of the INC and respond to in-session legal questions.
- Undertake extensive reviews of legal documents, instruments, and other materials to identify issues, similarities, and inconsistencies.
- Prepare legal opinions and advice on a wide range of international public or private law issues, including the UN Charter and General Assembly resolutions.
- Prepare agreements and contracts with governments, NGOs, and other public/private entities, and assist in negotiations and settlement of claims.
- Assess evidence for relevance and admissibility and prepare briefs of evidence.
- Conduct extensive legal research and analysis to prepare studies, comparative reports, and correspondence.
- Represent the Organization before arbitral tribunals or in administrative proceedings, including disciplinary cases.
- Provide legal advice on human resources matters and review administrative matters.
- Collect and analyze data to identify trends or patterns using data visualization methods to enable data-driven planning and decision-making.
Qualifications and Experience
- Education: Admission to the practice of law in the Member State of the candidate's nationality or in another Member State of the United Nations is required.
- Experience: At least five (5) years of progressively responsible experience in law, including legal analysis, research, and writing.
- Sector Experience: At least two (2) years of service with a legal office of a government department/ministry or the secretariat of an international organization with a specialization in international law and intergovernmental governance is required.
- Specific Expertise: Experience in professional legal work relating to the rules of procedure and institutional questions of UN-administered environmental intergovernmental bodies is required.
- Desirable: Experience with UN Staff Regulations and Rules, policies, and procedures; minimum of two (2) years of experience in data analytics.
