The United Nations Environment Programme (UN Environment) is the leading global environmental authority that sets the world's environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the environment. The Legal Officer (P3) is responsible for providing legal and procedural support to the intersessional Intergovernmental Negotiating Committee (INC) process and its Secretariat.
Responsibilities
Provide legal and procedural support to the intersessional INC process and the INC Secretariat towards preparations and conduct of intergovernmental meetings.
Conduct research into substantive and procedural legal questions, including advice on rules of procedure.
Preparation of pre-session documents that address legal questions, including drafts texts of a legal instrument.
Provides legal and procedural support to the in-session processes of the INC.
Supports the INC Bureau and the servicing of meetings, such as sessions of the INC and Heads of Delegation meetings.
Supports preparation of procedural advice on the conduct of business of the INC.
Respond to in-session legal questions that may arise.
Undertakes basic or extensive review of legal documents, instruments, or other material; identifies important issues, similarities, and inconsistencies.
Prepares or assists in the preparation of drafts of background papers, studies, reports, legislative texts and commentaries.
Prepares or assists in the preparation of legal opinions/advice on a wide range of international public or private law issues, including the UN Charter, treaty law, and procedural issues.
Prepares or assists in the preparation of agreements and contracts with governments, NGOs, and other public/private entities.
Reviews, advises on, and drafts indictments or legal motions/submissions and assesses evidence for relevance and admissibility.
Handles issues related to constitutional, international, public, private, administrative, and criminal law.
Services or assists senior colleagues in servicing diplomatic conferences, commissions, committees, and task forces.
Assists in representing the Organization before arbitral and other tribunals or administrative proceedings.
Provides legal advice on human resources matters and reviews administrative matters.
Administers programmes of legal technical assistance.
Collects and analyzes data using visualization methods to enable data-driven planning and decision-making.
Requirements
Education: Admission to the practice of law in the Member State of the candidate's nationality or in another Member State of the United Nations is required.
Experience: A minimum of five (5) years of progressively responsible experience in law, including legal analysis, research, and writing.
Specialized Experience: At least two (2) years of service with the legal office of a government department/ministry or the secretariat of an international organization with a specialization in international law and intergovernmental procedures.
Specific Knowledge: Professional legal work relating to the rules of procedure and institutional questions of UN-administered intergovernmental bodies focused on the environment is required.
Desirable Experience: Experience with UN Staff Regulations and Rules, policies, and operations. Experience in data analytics is also desirable.
