Role Overview
The Registrar/Chief Executive Officer (CEO) is the senior most position at the Kenya Engineering Technology Registration Board (KETRB). The Registrar/CEO is answerable to the Board of Directors for the day-to-day management and coordination of activities and programs. The role involves acting as the accounting officer and providing strategic advice on registration, licensing, and professional standards.
Key Responsibilities
- Accounting Officer: Serve as the board's accounting officer and manage the Board’s assets and liabilities.
- Policy & Strategy: Advise the Board of Directors on the formulation of policies, plans, and strategies concerning registration, licensing, partnerships, professional development, and compliance.
- Operational Leadership: Execute and communicate the Board’s strategies, decisions, and procedures while providing leadership to the management team.
- Corporate Governance: Manage and enhance the corporate image of the Board and foster a culture of ethical practices and good corporate citizenship.
- Financial Management: Advise the Board on annual budgets, ensure the Board utilizes resources prudently per Government guidelines, and ensure accurate, timely audits of books of accounts.
- Compliance: Establish proper internal monitoring and control systems and oversee compliance with statutory and regulatory requirements.
- Human Resources: Maintain a conducive work environment to attract, retain, and motivate employees.
- Partnerships: Foster local and international partnerships and develop/implement the Board’s approved strategic plan.
Job Specification
For appointment to this grade, an officer must have:
- Cumulative fifteen (15) years relevant work experience, five (5) of which must be in a senior management position.
- A Bachelor's degree in Mechanical Engineering, Building Technology, Social Sciences, Business Administration, Public Administration, Commerce, Public Policy, Education, Human Resource Management, Education Technology, Civil Engineering, Electrical and Electronics Engineering, or equivalent qualifications from a recognized institution.
- A Master's degree in Engineering, Business Administration, Public Administration, Public Policy and Administration, Education, Strategic Management, or its equivalent from a recognized institution.
- Registered as a Professional Engineering Technologist by the Kenya Engineering Technology Registration Board.
- A valid practicing license from the Kenya Engineering Technology Registration Board.
- A certificate in a Leadership Course lasting not less than four (4) weeks from a recognized institution.
- Fulfilled the requirements of Chapter Six (6) of the Constitution of Kenya.
Remuneration
- Basic Salary: Ksh. 305,197 – 487,795 p.m.
- House Allowance: Ksh. 60,000 p.m.
