Job Description
Role Overview
The Deputy Director, Human Resource Management and Administration will provide strategic policy direction for human resource management and administrative functions within the Tourism Fund. This role involves formulating and reviewing HR strategies, managing staff development, and ensuring effective employee relations and administrative operations.
Key Responsibilities
Providing strategic policy direction in Human Resource Management and Administration.
Formulating, implementing, and reviewing HR policies and strategies.
Managing human resource and career development programs.
Interpreting and implementing HR policies and government circulars.
Developing and implementing staff training and development programmes.
Managing recruitment, selection, induction, and placement processes.
Ensuring effective employee relations and communication processes across the organization.
Coordinating performance management systems.
Ensuring competitive compensation and benefits packages are in place.
Managing payroll, leave, and performance appraisal systems.
Overseeing probation, confirmation, promotion, and exit processes.
Managing disciplinary processes and staff grievances.
Managing medical schemes and staff welfare programmes.
Coordinating counselling and stress management services.
Administering contracts, pensions, and gratuities.
Maintaining accurate staff records and HR information systems (HRIS).
Developing and implementing succession management strategies.
Coordinating HR and administration reporting.
Overseeing administrative services including office allocation, transport, and security.
Managing the maintenance of equipment and physical assets.
Participating in corporate strategic planning.
Planning and budgeting for the HR and administration department.
Providing secretariat services to the HR Advisory Committee.
Kenya Revenue Authority (KRA) Tax Compliance Certificate.
Clearance from a recognized Credit Reference Bureau.
Appointments to this grade are made on permanent and pensionable terms.
