CEFA (the Seed of Solidarity) is a non-governmental organization that has been working for 50 years to defeat hunger and poverty. The Water Expert (WASH & Technical) is responsible for ensuring the technical quality and proper management of the project's water and sanitation components, contributing to strategic planning, and supervising all phases from design to infrastructure handover. The engineer will support WASH projects implemented in both Kenya and Somalia and assist in the design of new project proposals.
General Objectives and Responsibilities
Ensure technical quality and proper management of water and sanitation components.
Support WASH projects in Kenya and Somalia and contribute to new project designs.
Ensure compliance with Kenyan legislation and international standards, promoting sustainable solutions and the integration of WASH, irrigation, and agriculture.
Main Duties
Technical Documentation: Prepare and supervise Bills of Quantities (BoQ) and technical documentation for water and sanitation rehabilitation works.
Assessments: Conduct feasibility studies and preliminary assessments for WASH facilities and wells, including hydrogeological surveys, flow rate calculations, and water quality analysis.
Contractor Management: Direct and monitor the work of contractors and builders, verifying execution quality, material origin, and safety/environmental compliance.
Procurement Support: Prepare tender documentation (calls for tender, technical specifications, evaluation criteria) and participate in selection processes.
Project Closure: Prepare and issue Work Completion Certificates and ensure administrative/technical closure of infrastructure activities.
Coordination: Work closely with the Project Manager to integrate WASH, Disaster Risk Reduction (DRR), and agriculture components.
Monitoring & Evaluation: Carry out and analyze baseline assessments regarding water access, agricultural productivity, and sanitation; update monitoring tools and databases.
Reporting: Prepare clear and timely technical reports and recommendations for strategic decision-making and donor reporting.
Community Engagement: Mobilize beneficiaries, promote hygiene practices, and establish/train Water Users Associations (WUAs) for system sustainability.
Stakeholder Relations: Facilitate dialogue among communities, local authorities, and government institutions; ensure formal handover of works.
Strategic Support: Collect and document lessons learned; provide technical support in the preparation of cost estimates and budget inputs for new project proposals.
Requirements
Education: Bachelor’s or Master’s degree in Civil, Environmental, Hydraulic, or Agricultural Engineering, Environmental Sciences, or equivalent; OR a technical diploma with at least 3 years of specific experience.
Experience: At least 2 years of proven experience in design, construction, and supervision of rural water/sanitation infrastructures (wells, solar pumping, water treatment, ecological latrines, etc.).
Technical Skills: Competence in preparing technical drawings (CAD), drafting BoQs, and defining maintenance plans.
Site Management: Experience in supervising construction phases from setting out to final commissioning.
Data Analysis: Proficiency in advanced Excel and digital tools for topographic surveys; preferably GIS software.
Soft Skills: Community mobilization, training skills, teamwork, and problem-solving in complex/remote contexts.
Contextual Knowledge: Excellent knowledge of the Kenyan context, particularly West Pokot County.
Languages: Excellent command of written and spoken English; knowledge of the Pokot language is an advantage.
Assets: Previous work experience with CEFA and/or AICS.
