The United Nations Environment Programme (UNEP) is seeking a Term Review Expert for the GF4SL project. This role is crucial for ensuring the coherent implementation of environmental sustainability dimensions within the UN system. The consultant will lead a term review to assess project progress and impact using structured evaluation frameworks.
Key Responsibilities
Inception Phase:
Conduct a preliminary desk review and introductory interviews with project staff.
Prepare a comprehensive review framework aligned with UNEP's evaluation guidelines.
Identify and map key stakeholders for the review process.
Develop an interview/questions matrix to guide data collection.
Establish a detailed review schedule and produce the Inception Report.
Qualifications and Special Skills
Education: An advanced university degree (Master’s or equivalent) in environmental sciences, international development, political or social sciences, or a related field. A Bachelor's degree with two additional years of qualifying experience may be accepted.
Technical Experience: At least 7 years of technical or evaluation experience, specifically involving large-scale regional or global programmes and the Theory of Change approach.
Natural Resource Management: Broad understanding of natural resource management, mountain protection, and environmental development.
Project Management: Practical experience managing national or international natural resources projects, particularly in biodiversity, protected area management, and capacity building.
International Exposure: Previous working experience in international environments, specifically with UNEP and the Global Environment Facility (GEF).
Regional Knowledge: Experience in the project target areas of Colombia, Indonesia, Kenya, and Mexico is considered an asset.
