The United Nations Environment Programme (UNEP) is seeking a Safeguards Specialist to support the Quality Assurance Section (QAS) within the Policy and Programme Division (PPD). This role is critical for the implementation of the UNEP Environmental and Social Safeguards Framework (ESSF). The specialist will provide high-quality training, ensure timely clearance of safeguard risk forms, and contribute to the enhancement of standard operating procedures. The role involves working closely with safeguard officers and external consultants to maintain consistency and quality across the project lifecycle.
Key Responsibilities
Training and Workshops: Design and deliver high-quality training sessions and workshops focused on safeguard risk management.
SRIF Clearance: Facilitate the prompt clearance of Safeguard Risk Information Forms (SRIFs) by performing rigorous quality and consistency reviews.
Framework Implementation: Contribute to the successful implementation of the Environmental and Social Safeguards Framework (ESSF), including the enhancement of Standard Operating Procedures (SOPs).
Monitoring and Oversight: Oversee the proper implementation of the ESSF throughout the entire project lifecycle.
Reporting: Provide inputs for regular and ad-hoc UNEP and UN reports, addressing audit recommendations and other documentation needs.
Data Analysis: Extract and analyze relevant data from the Integrated Planning, Monitoring and Reporting (IPMR) system for QAS usage.
Requirements
Education: Completion of a high school diploma is required. Supplemental training in environmental or development fields, law, environmental science, or impact assessment is highly desirable.
Experience: A minimum of five years of progressively responsible professional experience in programme or project management, specifically in the operationalization of safeguard policies, risk screening, and impact assessment.
Organizational Experience: Experience working in an international organization such as the United Nations is desirable.
Technical Knowledge: Thorough understanding of project design, implementation, monitoring, and evaluation in an environmental and/or development context.
Communication: Excellent drafting and reporting skills are desirable.
