Palladium is seeking a technical expert to provide support for the coordination and delivery of the National Landscape and Ecosystem Restoration Strategy (NLERS). This role involves collaborating with the State Department of Forestry (SDF) to strengthen institutional collaboration, develop governance structures, and ensure the effective implementation of restoration interventions across various national and county agencies.
Primary Duties and Responsibilities
Coordination Mechanism Design: Design and operationalise NLERS coordination mechanisms in collaboration with the State Department of Forestry (SDF) to strengthen institutional collaboration for strategy implementation.
Framework Development: Develop and institutionalise an NLERS Coordination Framework outlining roles, responsibilities, engagement pathways, and governance structures among national ministries, agencies, and county governments.
Delivery Planning: Prepare a Delivery Action Plan and Progress Tracking Matrix with milestones, timelines, and accountability indicators to guide coordinated NLERS delivery.
Agency Alignment: Support alignment of restoration interventions across key agencies (KFS, KEFRI, NEMA, KWS, NLC, and county governments) under a unified NLERS coordination platform.
Governance Support: Provide technical support for NLERS governance structures, including the Steering Committee and Thematic Working Groups, through development of Terms of Reference, meeting schedules, and progress documentation.
Monitoring & Data Integration: Integrate restoration monitoring data, indicators, and reporting processes into national systems, such as the National Forest Monitoring System (NFMS), carbon MRV tools, and FOLAREP, to ensure standardized data management and reporting.
Stakeholder Engagement: Facilitate stakeholder engagement and inter-agency dialogue to enhance coordination, reduce duplication, and promote shared ownership of NLERS implementation.
Reporting & Policy: Support preparation of restoration progress reports and policy briefs that synthesize achievements, lessons, and opportunities for scale-up.
Capacity Building: Build institutional and technical capacity of SDF teams to manage coordination systems, conduct results tracking, and engage effectively with development partners.
Required Qualifications and Experience
Academic Competencies
Education: Master’s degree or PhD in Environmental Management, Forestry, Natural Resources Management, Climate Change, Ecology, Environmental Policy, or a related discipline.
Specialized Training: Additional certifications in landscape restoration, climate governance, institutional development, or results-based management are considered an added advantage.
General Experience
Professional Experience: Minimum of 10 years of professional experience in fields related to forestry, ecosystem restoration, environmental governance, or sustainable land management.
Leadership: Proven capability in leadership, specifically working with government institutions in advisory or coordination roles.
Sector Expertise: Strong understanding of Kenya’s forest and landscape restoration agenda, policy environment, and institutional architecture, particularly NLERS or similar national frameworks.
Collaboration: Experience in facilitating inter-agency and multi-stakeholder collaboration.
