Job Description
The Senior Supply Chain Management Officer (Job Grade Cue 5) at the Commission for University Education (CUE) is responsible for overseeing and improving the efficiency of the supply chain management process. The role involves identifying and mitigating risks, ensuring compliance with the Public Procurement and Disposal Act, and providing strategic recommendations for operational improvements. The successful candidate will also manage procurement records and provide secretarial services to relevant committees.
Duties and Responsibilities
Developing initiatives to identify and mitigate risks in supply chain management at CUE.
Analyzing trends and emerging issues in supply chain management and making appropriate recommendations.
Updating customer requirements as and when necessary.
Compiling information on the unit annual budget.
Developing new initiatives to improve operational efficiencies.
Analyzing the impact of supply chain management policies and regulations.
Ensuring the correct interpretation and application of the Public Procurement and Disposal Act and other statutes, policies, rules, and regulations that may impact on the supply chain management.
Coordinating implementation of work plan activities.
Verifying lists of prequalified suppliers and other service providers.
Maintaining procurement records.
Providing secretarial services to procurement committees.
Person Specification
For appointment to this grade, an officer must have:
A minimum period of four (4) years relevant work experience.
Bachelor’s degree in any of the following: Commerce, Business Administration (Supply Management option), Economics, Procurement and Supply Chain Management, Marketing, Law or their equivalent qualification from a recognized institution.
Member of Kenya Institute of Supplies Management (KISM) or Chartered Institute of Purchasing and Supply (CIPS).
Professional Diploma certificate in Supply Chain Management from chartered Commission of purchasing and supply (CIPS), KISM or any other recognized Institution.
Supervisory course of not less than two (2) weeks from a recognized institution.
Proficiency in computer applications.
Fulfill the requirements of Chapter Six of the Constitution.

Statutory Requirements for Appointment
Successful candidates will be required to provide the following documents before the award of offer in compliance with Chapter 6 of the Constitution of Kenya, 2010:
Valid Certificate of Good Conduct from the Directorate of Criminal Investigations (DCI).
Clearance from the Ethics and Anti-Corruption Commission (EACC).
Tax Compliance Certificate from Kenya Revenue Authority (KRA).
Clearance Certificate from the Higher Education Loans Board (HELB).
Clearance Certificate from an approved Credit Reference Bureau (CRB).
