The Programme Development Officer reports to the Head of Program Development and works daily with PDQII, MEAL, Operations, Finance, Supply Chain, Awards, HR, and Security teams to deliver coordinated, compliant proposal submissions. The primary focus is to secure funding for humanitarian and development programs by managing the proposal development lifecycle, conducting donor research, and maintaining fundraising tracking systems.
Key Responsibilities
Fundraising Strategy Support
Contribute to opportunity analysis, proposal pipeline maintenance, and preparation of materials supporting fundraising actions.
Maintain and update funding trackers (pipeline, opportunity, proposal, donor, and member trackers) for accurate reporting.
Conduct background research on donor trends, funding landscapes, and programming priorities to inform strategic decision-making.
Proposal Development and Coordination
Coordinate proposal processes including development schedules, consolidation of drafts, follow-ups, and ensuring compliance with donor templates and SCI standards.
Lead coordination for small to medium proposals and provide drafting support for complex proposals.
Draft standard narrative sections including country context, organizational capability, needs analysis, and cross-cutting themes.
Ensure budget-narrative alignment in coordination with Finance.
Support and document proposal design workshops and ensure proper archiving of materials.
Donor Engagement and Capture Planning
Scan donor portals and external sources to identify new opportunities.
Prepare briefs and research for donor engagement meetings and update donor intelligence repositories.
Maintain donor profiles, meeting notes, and annual reports in structured SharePoint folders.
Knowledge Management and Learning
Maintain knowledge management systems including proposal archives, donor intelligence libraries, and lessons-learned repositories.
Synthesize learning from design workshops and donor feedback.
Ensure standardized SharePoint file naming and storage across teams.
Humanitarian Response
Support humanitarian proposal coordination and drafting (situation updates, response snapshots).
Provide short-term surge support for Category 1 & 2 emergencies when required.
Requirements and Qualifications
Education: Bachelor’s degree in Development Studies, International Relations, Social Sciences, Public Policy, or a related field (Required). Master’s degree in a related discipline (Preferred).
Professional Experience: 3–5 years of relevant experience in programme development, proposal writing, or grants coordination in the humanitarian/development sector.
Donor Coordination: Minimum 3 years of experience coordinating proposal processes for donors such as FCDO, ECHO, UN agencies, or philanthropic foundations.
Budgeting: At least 2 years of experience supporting the preparation of donor proposal budgets with finance teams.
Technical Skills: Strong writing, editing, and research skills; proficiency in MS Office (Word, Excel, PowerPoint); experience with SharePoint and Teams.
Core Competencies: Ability to manage multiple deadlines in a fast-paced environment and lead coordination for multi-sector opportunities.
Language: Fluency in written and spoken English.
