The Program & Award Officer will support Program Development and Award Advisors (PDAAs) in the West Africa, Central Africa, and North Africa (WACAR) region. The role focuses on awards management tasks, ensuring high-quality donor deliverables, and maintaining oversight of the International Rescue Committee's (IRC) institutional donor portfolios across various country programs. This position is central to maintaining compliance, supporting partnership agreements through the PEERS system, and facilitating capacity-building initiatives for grants and partnerships staff.
Key Responsibilities
Award Management and Compliance (60%)
- Support PDAAs in the WACAR region with award management tasks and produce high-quality donor deliverables.
- Review narrative and financial reports in collaboration with relevant internal stakeholders.
- Assist in budget realignments and award amendments or modifications.
- Track and document lessons learned from finalized projects to inform the Business Development team.
- Monitor programmatic issues, security, and political developments in the region that may impact implementation.
- Maintain team trackers, project reporting schedules, and the IRC’s internal award management system (OTIS).
- Onboard country program staff on OTIS and ensure internal documentation processes are followed.
Partnerships (20%)
- Support the development, review, and implementation of Partnership Agreements according to IRC’s PEERS (Partnership Excellence for Equality and Results System) policy.
- Provide administrative and compliance support for partnership agreements across the region.
- Complete Donor Check and Compliance Approver reviews in alignment with internal thresholds.
- Provide first-line advisory support on contractual components of PEERS and facilitate communication with the Office of General Counsel (OGC).
- Orient country teams on PEERS and maintain regional partnership files.
Capacity Building and Training (10%)
- Assist in developing work-processes and checklists for awards management and sub-awards implementation.
- Contribute to training materials and co-facilitate sessions on Project Cycle Management (PCM) and PEERS.
Other Responsibilities (10%)
- Provide remote or in-country coverage for grants and partnership functions during staffing gaps or emergencies.
- Provide short-term cover for PDAAs during absences.
- Manage scheduling and note-taking for team meetings and routines with country programs.
Requirements and Qualifications
- A BA/BSc/HND in a relevant field.
- A good general understanding of institutional donors (e.g., DG-INTPA, SIDA, GFFO, BMZ, FCDO, AFD, UN).
- Strong understanding of humanitarian aid and development programming.
- Proven experience in writing, reviewing, and editing narrative and financial reports.
- Proficiency in both English and French languages is essential.
- Solid IT skills, particularly in Microsoft Word, Outlook, and Excel.
- Willingness to travel regionally.
