Principal Engineer

The Principal Engineer at the North Rift Valley Water Works Development Agency (NRVWWDA) is a senior role responsible for the strategic planning, design, and implementation of water and sanitation infrastructure projects within the Agency's area of jurisdiction. The role focuses on ensuring sustainable water and sanitation facilities are developed and maintained to enhance livelihoods and economic development. Key functions include overseeing technical compliance, managing large-scale project lifecycles, and coordinating with multilateral and bilateral financing agencies to secure funding.

Key Responsibilities

• Strategic Planning: Develop and review water and sanitation master plans, and formulate departmental strategies and plans to meet institutional objectives.
• Project Implementation: Oversee the implementation of water and sanitation policies and programs while ensuring compliance with safeguard policies, health, safety, and environmental regulations.
• Technical Design: Undertake research, feasibility studies, and prepare preliminary and detailed design reports, cost estimates, and drawings for projects.
• Financial Resource Mobilization: Develop investment proposals to secure sustained funding and prepare tender documents for procurement.
• Stakeholder Coordination: Liaise with multilateral/bilateral financing agencies and government bodies during project initiation and execution.
• Operations & Management: Develop and implement annual divisional budgets, work plans, and report on Performance Contract Targets.
• Review & Oversight: Check and recommend for authorization technical reports, designs, and cost estimates prepared by external parties.
• Compliance & Reporting: Undertake stakeholder consultations, carry out project surveys, and submit quarterly progress reports.

Qualifications and Experience

• A minimum of eight (8) years of relevant work experience, with at least three (3) years in a supervisory position.
• Master’s degree in Civil/Water Engineering, Project Management, Water Resources Management, or an equivalent qualification from a recognized institution.
• Bachelor’s degree in Civil/Water Engineering from a recognized institution.
• Completion of a Management Course lasting not less than four (4) weeks from a recognized institution.
• Corporate Member of the Institution of Engineers of Kenya (IEK).
• Registered professional engineer with the Engineers Board of Kenya (EBK).
• Proficiency in relevant computer applications.
• Must fulfill the requirements of Chapter Six (6) of the Constitution of Kenya 2010.
