Job Description
The Maritime Labour Officer is responsible for assisting in various administrative and regulatory functions concerning the welfare and registration of seafarers in Kenya. This role is pivotal in strengthening maritime administration through enhancement of regulatory and institutional capacities for maritime safety and security, ensuring that Kenya's maritime industry meets international standards.
Key Responsibilities
Seafarers Registration: Assist in the administration of the Kenyan Seafarers Register and the issuance of seafarer identification documents.
Welfare and Support: Support the implementation of Board and management committee decisions regarding seafarers’ registration and welfare. This includes providing aid to abandoned seafarers and directions on the delivery of deceased seafarer’s property.
Employment Oversight: Assist in the engagement and discharge of Kenyan seafarers and monitor seafarers’ recruitment and placement agencies.
Regulatory Compliance: Conduct maritime labour audits for Kenyan ships, and assist in the issuance of Declaration of Maritime Labour Compliance (Part I) and Maritime Labour Certificates in accordance with the Maritime Labour Convention and national legislation.
Medical Standards: Assist in monitoring medical practitioners for seafarer medical examinations and help develop medical standards and procedures for the issuance of medical certificates.
Policy Development: Assist in developing and implementing standards on conditions for employment of seafarers and enforcing seafarers’ complaint handling procedures.
Qualifications and Requirements
Bachelor’s Degree in Nautical Science.
