Bwasco Water & Sewerage PLC is a public water and sanitation service provider in Bungoma County, operating under a service provision agreement with the Lake Victoria North Water Works Development Agency (LVNWWDA). The Manager, Human Resource and Administration is responsible for planning, directing, coordinating, and controlling HR management and development activities, ensuring all policies and procedures comply with Kenyan labour laws.
Key Responsibilities
- Policy Development: Formulate, update, and implement Human Resource policies, rules, and standards as a custodian of HR procedures.
- Operational Oversight: Plan and coordinate HR Management and Development activities across the organization.
- Reporting: Review monthly HR reports and present quarterly updates to Board committees.
- Staff Development: Approve training needs, design development programs, and implement Training Needs Assessment tools.
- Payroll and Benefits: Ensure payroll accuracy and timely submission of byproducts. Manage staff welfare, pension schemes, medical schemes, and insurance.
- Performance Management: Operationalize the staff appraisal system and provide recommendations to management.
- Recruitment: Lead staff recruitment processes in accordance with the HR manual.
- Administration: Manage company transport services and oversee third-party relationships including collective bargaining and medical schemes.
- Strategic Planning: Develop and monitor the department budget and implement monthly activity plans.
- Advisory: Provide HR advice to management and assist in developing management committees.
- Automation: Lead the automation of the human resource function and maintain staff leave rosters.
Requirements and Qualifications
- Education: Bachelor’s degree in Human Resource Management and Development, Business Administration, or Bachelor of Commerce (HR option).
- Additional Certification: Diploma in HRM, Labour Relations, or Personnel Management.
- Professional Status: Certified Human Resource Professional (CHRP-K) and a valid member of IHRM in good standing.
- Experience: At least 7 years of relevant work experience, with 3 years in a management position.
- Leadership Training: Completion of the Strategic Leadership Development Program (SLDP) or equivalent (at least six weeks).
- Technical Skills: Must be computer literate.
- Added Advantage: A Master's degree or a practicing license is preferred.
