Job Description
The Director of Human Resource Management will provide strategic human resource leadership to align the institution’s human resource strategy with overall organizational goals. This role involves providing advisory support to the CEO and senior management, participating in the formulation of corporate strategies, and managing the HR budget while overseeing all aspects of talent management and industrial relations.
Key Responsibilities
Strategic Leadership: Lead the development and implementation of HR strategies; provide advisory support to the CEO and senior management; participate in formulating corporate strategies, policies, budgets, and performance targets.
Workforce Planning & Talent Management: Address staffing gaps, attrition, and succession needs; develop recruitment and retention frameworks; oversee recruitment processes and establish staff development programs.
Performance Management: Oversee performance systems and appraisal processes; drive a performance-based culture aligned with service delivery outcomes; lead restructuring and job evaluation initiatives.
Employee & Industrial Relations: Manage disciplinary and grievance processes; lead union negotiations and collective bargaining; promote staff engagement and well-being.
HR Operations & Compliance: Ensure compliance with Kenyan labour laws and public service regulations; oversee payroll coordination and staff records; drive the digitization of HR processes via HRIS.
Risk Management & Governance: Conduct risk assessments on HR issues; strengthen internal controls to mitigate absenteeism and misconduct; ensure compliance with audit requirements.
Financial Responsibility: Prepare and manage the HR departmental budget and monitor resource utilization.
Reporting: Prepare monthly, quarterly, and annual HR reports for the CEO and relevant authorities.
Requirements and Qualifications
Master’s Degree: In Human Resource Management, Industrial Relations, Industrial Psychology, or a related field from a recognized institution.
Bachelor’s Degree: In Human Resource Management, Business Administration, or Social Sciences.
Professional Certification: Must be a Certified Human Resource Professional (CHRP-K).
Membership: Must be a full member of the Institute of Human Resource Management (IHRM) with a valid practicing license.
Experience: Minimum of twelve (12) years relevant HR experience, with at least seven (7) years at a senior management level, preferably in a large public institution or hospital.
Skills: Strong understanding of Kenyan labour laws and public service HR policies; experience in healthcare HR management is an added advantage.
