ICT Officer

Role Overview

The ICT Officer is responsible for overseeing and coordinating the adoption, implementation, use, and management of ICT systems and technologies. The role involves developing ICT solutions to ensure the Institute leverages technology for efficient and effective delivery of its mandate. This position reports to the relevant head of department and plays a critical role in maintaining the Institute's digital infrastructure.

Key Responsibilities

• Network Management: Implementing and maintaining system infrastructure and network management strategies, guidelines, and procedures. This includes maintaining network infrastructure to ensure operational excellence within the Network Engineering section.
• Inventory & Maintenance: Maintaining an up-to-date inventory for ICT infrastructure and supporting the maintenance of ICT hardware including servers, storage, switches, routers, and UPSs.
• Disaster Recovery: Supporting contingency plans, business continuity management, and IT disaster recovery in conjunction with relevant functions and third parties from a network perspective.
• Network Configuration: Supporting the design, set-up, management, and configuration of complex switching environments and complex wireless networks. This includes Cisco Firewalls, VPN Concentrators, and Security appliances.
• Network Services: Supporting VOIP, configuration of routers, maintenance of network security services, and maintenance of LAN and its associated components.
• Technical Assistance: Providing technical assistance to internal staff, vendors, and partner Agencies.
• Performance Monitoring: Collecting and reviewing network utilization data for capacity and planning purposes and supporting the maintenance of wired and wireless networks inclusive of performance, security, throughput, and upgrades.
• Documentation: Creating and maintaining comprehensive documentation for all implemented networks.
• System Enhancement: Developing, testing, evaluating, and installing network enhancements and supporting maintenance of NCI internal networks and links to external sites.

Qualifications and Experience

• At least three (3) years’ relevant work experience at the grade of ICT Officer II or in a comparable position.
• Bachelor’s Degree in Information Technology, Computer Science, Computer Engineering, Electrical Engineering, or any other relevant and equivalent qualification from a recognized Institution.
• At least two (2) professional certifications in Information Security (CISA, CISM, CRISC, CEH, CHFI, CISSP), Application Development (CBAP, Programming languages), Infrastructure (CCIE, CCNP, CCNA), Systems and Data Management (OCP, OCE, MCSA SQL), or Technical Support.
• ITIL foundation certification.
• Membership to a relevant professional body (e.g., ISACA and CSK) where applicable.
• Certification in IT security and risk management standards and frameworks such as ISO/IEC 27001:2013, NIST SP 800-30, ISO/IEC 27005, or COBIT.
