The Humanitarian Affairs Officer (Risk Management and Compliance) serves as a senior policy officer within the United Nations Office for the Coordination of Humanitarian Affairs (OCHA). The role involves advising on the overall policy direction related to the oversight functions of Country and Regional Pooled funds, safeguarding humanitarian principles, and ensuring effective delivery of assistance.
Responsibilities
Advise on overall policy direction for oversight functions of Country & Regional Pooled funds.
Review and provide advice on a diverse range of policy issues related to safeguarding humanitarian principles and ensuring the effective delivery of humanitarian assistance.
Monitor, analyze, and report on humanitarian developments, disaster relief, or emergency situations that may impact the Humanitarian Financing Unit (HFU).
Undertake and provide risk management and compliance training for Implementing Partners (IPs) staff.
Prepare or contribute to the preparation of various reports, background papers, policy guidelines, briefings, case studies, and presentations.
Support and monitor IP compliance with global policy requirements on accountability and risk management.
Lead the Eligibility Process and oversee responses to non-compliance by IPs with contractual obligations and fund requirements.
Qualifications
Education: Advanced university degree (Master’s degree or equivalent) in political science, social science, public administration, international studies, economics, engineering, earth sciences, or a related field. A first-level university degree with qualifying experience may be accepted in lieu of the advanced degree.
Work Experience: A minimum of seven (7) years of progressively responsible experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, or a related area.
Specific Requirements: Mandatory experience in compliance and risk management.
Desirable: Experience in responding to fraud and/or Sexual Exploitation and Abuse (SEA) incidents; experience within the UN Common System or other comparable international organizations.
