Public Services International (PSI) is a global trade union federation representing 20 million working women and men who deliver vital public services in 163 countries. We are looking for a Human Resources Business Partner to provide support to Viya Health in achieving its organizational objectives. This position will be an integral member of the team and will be responsible for providing operational support to stakeholders within Viya Health East Africa in relation to the employee life cycle.
The mission is to partner with the Business to ensure that the full scope of HR services, such as HR yearly processes, Talent Development, Recruitment, and Employee Relations processes within their area of responsibilities, are executed in a continuous improvement mindset, while still maintaining the human touch. The HRBP will align HR efforts to specific business needs, including but not limited to organization assessment and design, team efficiency, and people issues.
Key Responsibilities
HR Planning
- Implement the HR strategy for Viya Health in line with organizational goals and objectives.
- Devise and implement metrics as needed.
- Consult, advise, and coach Management and their team members on the identification, definition, and implementation of HR solutions to address business and departmental needs.
Hiring and Recruitment
- Participate in workforce planning and job evaluation to meet organizational requirements while ensuring compliance with local laws and global recruitment guidelines.
- Oversee the full-cycle recruitment process, employing traditional sourcing strategies and innovative recruiting methods.
- Facilitate and coordinate recruitment and selection processes according to policies.
- Coordinate orientation and transition of both new and transferring staff.
- Review and approve job position requests and job descriptions.
- Coordinate vacancy postings and interviews, and review all job offers/contracts to ensure internal equity.
HR Administration and Compliance
- Oversee HR-related administrative duties and ensure compliance with legal and government reporting requirements.
- Ensure compliance with all labor laws and minimization of legal exposure.
- Maintain and update the HR Handbook and personnel/statutory files confidentially.
- Lead the exit management procedure for departing employees.
- Serve as an ambassador for the Standards for Business Ethics & Code of Conduct.
Compensation and Benefits Management
- Facilitate administration of staff benefits and compensation.
- Ensure timely and accurate processing of monthly HR payroll documentation.
- Ensure exit clearance forms are submitted before final dues processing.
- Collaborate with the finance team to ensure staff are oriented on monthly timesheet submission.
Performance Management
- Lead the performance management process, including annual reviews and goal-setting training.
- Coordinate and ensure timely completion of annual merit plans.
- Advise and coach managers on the implementation of performance management processes.
Employee Relations and Discipline
- Lead workplace investigations and act as an impartial mediator in disciplinary procedures.
- Maintain a harmonious employee/employer relationship and effective negotiation processes.
- Advise supervisors on appropriate disciplinary plans of action.
Staff Welfare and Development
- Identify areas for continuous improvement and represent employees in litigation or arbitration if required.
- Develop supportive plans of action for staff care and well-being.
- Actively engage in building trust with staff at all levels.
Requirements
- Bachelor’s degree in Human Resources Management and/or equivalent.
- At least five (5) years’ experience in a senior role within Human Resource Management, with two (2) years at a supervisory level.
- Advanced knowledge of human resource disciplines including employee development, change management, recruitment, branding, compensation practices, employee relations, compliance, and performance management.
- Deep understanding of East Africa employment law.
- Strong decision-making skills with the ability to identify and implement best practice approaches.
- Excellent customer service, relationship building, and consensus-building skills.
- Excellent analytical and problem-solving skills.
