About the Role
UNICEF is seeking a Health Specialist (HEPR) for a temporary 364-day appointment within the Global Programme Division. The successful candidate will deliver technical advisory support on health emergency preparedness and response (HEPR), including National Action Plans for Health Security, emergency preparedness planning, and Pandemic Fund–supported programming.
Key Responsibilities
Technical Advisory: Provide high-level technical guidance on health emergency preparedness and response frameworks.
Capacity Development: Lead efforts to strengthen systems, institutions, and workforce readiness at both country and regional levels.
Strategic Planning: Contribute to strategic planning and coordination of health initiatives.
Collaboration: Support multi-sectoral and inter-agency collaboration to ensure a cohesive response to public health threats.
Surge Deployment: Engage in surge deployments during active emergencies as required.
Knowledge Management: Position UNICEF as a trusted leader through knowledge management, strategic communications, and partnership building.
Requirements and Qualifications
Education: Master's degree or equivalent (Advanced University Degree) in public health, medicine, global or international health, health research, health policy/management, environmental health services, biostatistics, epidemiology, disaster management, international development, public policy, or social policy.
Professional Experience: Minimum of 8 years of progressively responsible professional experience at the international level in coordinating health emergency preparedness and response, public health emergencies, or humanitarian health programming.
Fragile Settings: Required experience working in fragile, conflict-affected, or high-risk settings.
Developing Countries: Experience managing and delivering health or public health emergency responses in developing countries is required.
System Knowledge: Experience working with the United Nations system and international non-governmental humanitarian organizations.
Mandatory Training: Training in emergency response management and familiarity with children’s rights in the context of HEPR.
Languages: Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) is highly desirable.
