Role Overview
The Head of Information and Technology will provide strategic leadership, governance, and oversight of all Information Technology functions to support the HROK Programme’s mandate and strategic objectives. This role is responsible for leading the development and implementation of the IT strategy, ensuring reliable and secure IT operations, overseeing digital transformation initiatives, and driving innovation across infrastructure, software development, and service delivery. The position ensures that IT systems effectively enable institutional efficiency, data security, and business continuity.
Key Roles and Responsibilities
- Strategic Leadership: Provide strategic leadership, direction, and oversight to the IT Department to ensure alignment with HROK’s strategic objectives.
- Planning & Policy: Develop, implement, and review IT strategic and operational plans, frameworks, policies, and standards to ensure alignment with institutional goals.
- IT Operations: Oversee end-to-end IT operations including infrastructure, software development, service desk, cybersecurity, data management, and user support.
- Governance & Security: Lead IT governance, security, and compliance initiatives, including risk management, data protection compliance (GDPR/DPA), and regulatory adherence.
- Project Management: Provide oversight and strategic direction for all IT projects and digital transformation initiatives.
- Financial Management: Lead departmental budgeting, procurement planning, and financial management processes.
- Reporting: Prepare and present periodic IT performance, risk, and management reports to the Chief Operating Officer and senior management.
- Innovation: Drive innovation by identifying and recommending emerging technologies and system enhancements to improve operational efficiency.
- Technical Advisory: Provide high-level technical advisory support to management and stakeholders on systems architecture, risk, and policy.
- Talent Management: Lead talent management and capacity building within the IT function, overseeing staff performance and succession planning.
Requirements and Qualifications
- Academic Qualifications: A Master’s Degree and a Bachelor’s Degree in Computer Science, Information Technology, or a related field from a recognized university.
- Professional Certifications: Relevant certifications in IT governance, AI, cybersecurity, and project management.
- Leadership Training: Certification in Leadership and/or Management from a recognized institution.
- Professional Membership: Membership in relevant professional bodies.
- Experience: Minimum of 10 years of overall IT experience, with at least 5 years at a senior management level in a reputable organization.
- Technical Proficiency: Demonstrated experience in managing complex, multidisciplinary IT projects and enterprise systems.
- Competencies: High levels of confidentiality, integrity, excellent communication skills, and the ability to work in multi-cultural communities.
