Limuru Technical and Vocational College (TVC) is a public institution under the Ministry of Education, State Department of Technical, Vocational Education and Training (TVET). The Finance Officer plays a critical role in managing the institution's financial operations, maintaining accurate records, and ensuring compliance with all government financial regulations.
Key Responsibilities
Budgeting: Oversee the preparation and monitoring of the institution's annual financial budget.
Account Management: Maintain accurate financial records and perform regular reconciliation of accounts.
Reconciliations: Prepare monthly bank reconciliations and trial balances to ensure financial accuracy.
Financial Reporting: Prepare quarterly and annual financial statements in strict accordance with International Public Sector Accounting Standards (IPSAS - Accrual Basis).
Payroll & Statutory Compliance: Manage the institutional payroll and ensure timely processing of statutory deductions, including PAYE, NSSF, SHA (Social Health Authority), and HELB.
Regulatory Compliance: Ensure all financial activities align with the Public Finance Management (PFM) Act 2012 and other relevant Government financial regulations.
Qualifications and Requirements
Education: Bachelor’s Degree in Commerce (Finance/Accounting option) or Business Administration (Accounting option) from a recognized institution.
Certification: Certified Public Accountant – CPA (K) or its equivalent.
Professional Membership: Registered member of the Institute of Certified Public Accountants of Kenya (ICPAK) in good standing.
Experience: A minimum of three (3) years of relevant professional work experience in finance or accounting.
Technical Skills: Proficiency in financial accounting software and advanced skills in MS Excel.
Legal Knowledge: In-depth understanding of public sector financial reporting and the PFM Act 2012.
Regulatory Compliance: Valid Certificate of Good Conduct and compliance with Chapter Six of the Constitution of Kenya (2010).
