Limuru Technical and Vocational College (TVC), a public institution under the Ministry of Education's State Department of Technical and Vocational Education and Training, is seeking a qualified Finance Officer. The role is pivotal in managing the college's financial systems, ensuring accurate financial reporting, and maintaining compliance with public sector financial regulations.
Key Responsibilities
Budgeting: Overseeing the preparation of the annual financial budget.
Account Maintenance: Maintenance of accurate financial records and regular reconciliation of accounts.
Financial Reporting: Preparation of quarterly and annual financial reports in line with IPSAS (Accrual Basis), including trial balances and bank reconciliations.
Payroll & Statutory Compliance: Management of payroll systems and processing of statutory deductions such as PAYE, NSSF, SHA, and HELB.
Regulatory Adherence: Ensuring all operations comply with Government financial regulations and the PFM Act 2012.
Requirements and Qualifications
Education: Bachelor’s Degree in Commerce (Finance/Accounting option) or Business Administration (Accounting option) from a recognized institution.
Professional Certification: Must be a Certified Public Accountant – CPA (K) or possess an equivalent professional qualification.
Membership: Must be a member of the Institute of Certified Public Accountants of Kenya (ICPAK) in good standing.
Experience: At least three (3) years of relevant work experience in a financial or accounting role.
Technical Proficiency: Advanced skills in MS Excel and proficiency in financial management software.
Knowledge: Thorough understanding of public sector financial reporting frameworks and the PFM Act 2012.
Integrity & Compliance: Must provide a valid Certificate of Good Conduct and demonstrate compliance with Chapter Six of the Constitution of Kenya (2010).
