In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact.
Role Overview
The Finance Analyst is responsible for overseeing financial planning, expenditure tracking, and quality assurance for financial transactions in accordance with UN Women rules, regulations, policies, and procedures. The role involves managing complex financial workflows, providing oversight for programme partners, and ensuring audit readiness.
Key Responsibilities
Financial Planning and Transaction Oversight:
Review and verify financial transactions including vouchers, advances, reimbursements, and travel claims.
Exercise quality control and validate supporting documentation prior to posting transactions.
Analyze and resolve transaction issues such as budget check failures and matching exceptions.
Monitor financial expenditures, commitments, and delivery rates across projects.
Identify potential risks, variances, and implementation bottlenecks.
Financial Reporting:
Prepare and consolidate internal financial reports, analyses, and dashboards.
Coordinate month-end, quarter-end, and year-end closure processes.
Ensure timely submission of financial info to HQ and the Virtual Global Service Centre (VGSC).
Programme Partner Oversight:
Track and reconcile programme partner advances and expenditures.
Conduct quality reviews of partner financial reports for eligibility and accuracy.
Manage high-risk or aged advances and outstanding liquidations.
Provide technical guidance to teams and partners on reporting standards.
Audit and Compliance:
Coordinate pre-audit preparations and organize documentation.
Respond to audit findings and monitor implementation of recommendations.
Plan and track expenditures and performance audits.
Knowledge Management:
Identify and recommend enhancements for Quantum financial modules.
Improve finance workflows and contribute to process improvement.
Codify lessons learned and design learning tools for staff and partners.
Requirements
Education:
Master’s degree in Finance, Accounting, Business Administration, or a related field.
A Bachelor's degree with two additional years of qualifying experience may be accepted in lieu of a Master's.
Project management certification (such as PMP, PRINCE2, or MSP) is an advantage.
Experience:
Minimum 2 years of experience in finance or accounting within a large international organization (UN system experience preferred).
Financial experience using an ERP financial system is required.
Demonstrated experience in providing budget support to programmes and projects.
Experience evaluating and building capacity of civil society or government partners.
Experience in a regional or multi-country context is desirable.
