The Director, Corporate Services at the Kenya National Highways Authority (KeNHA) is a senior executive role responsible for the overall strategic leadership and management of the Authority's corporate support functions. This encompasses Finance, Human Resource Management, ICT, and Administration. The primary objective is to foster a culture of professionalism and excellence while ensuring the organization operates cost-effectively and in full compliance with national financial and administrative laws.
Key Responsibilities
Strategic Leadership: Oversee and coordinate all activities within the Finance, HR Management, ICT, and Administration departments.
Policy Development: Formulate and implement long-term strategies and operational policies for corporate services.
Culture and Capability: Build team capability and an organizational culture reflecting KeNHA values to drive performance and professionalism.
Value for Money: Champion cost-effective techniques and model measurement tools to ensure high-quality output in support services.
Financial Management: Ensure strict adherence to the PFM Act 2012 and IPSAS, managing financial planning, accounting, treasury, and budgetary controls.
Reporting: Maintain accurate financial records and ensure timely submission of financial statements and statutory returns.
Stakeholder Management: Liaise with external parties and development partners on all financial and administrative matters.
Budgetary Support: Prepare annual budgets and offer technical guidance to non-finance managers throughout the budgeting cycle.
Human Resources: Assess workforce requirements, develop HR plans, and oversee training and development programs based on competency assessments.
Compensation: Manage the Authority’s reward and compensation policies.
Qualifications and Requirements
At least fifteen (15) years of relevant work experience, with at least five (5) years at the level of Assistant Director or higher.
Bachelor’s degree in Human Resource Management, Public Administration, Commerce, Finance, Economics, Business Management, or Social Sciences.
Master’s degree in a relevant field (Finance, HR, Public Admin, Economics, or Business Administration).
Completion of a recognized Leadership Course lasting at least four (4) weeks.
Valid professional certification and license where applicable.
Membership in a relevant professional body in good standing.
Deep understanding of Kenya’s national goals and policies and their relation to corporate services.
