The Deputy Director for Grants and Accountability (DDGA) is a central figure within the International Rescue Committee (IRC) Kenya country program management and support infrastructure and a member of the Senior Management Team (SMT). Under the supervision of the Country Director (CD), the DDGA leads a team of approximately 20 staff with a portfolio focusing on effective awards and donor relationship management, oversight of business development processes, partnerships, monitoring, evaluation, and learning, and client accountability.
The DDGA is responsible for significant elements of IRC’s SAP100 strategy implementation, including leading on achieving partnerships and client accountability goals, as well as management of key humanitarian donor relationships together with the CD. The DDGA collaborates closely with all SMT members, particularly the Deputy Director for Programs (DDP), to ensure effective delivery on all awards.
Key Responsibilities
1. Awards Management and Business Development (40%)
Team Leadership: Provide direct oversight and mentorship to the Grants Coordinator to effectively manage the Grants & Partnerships unit.
Compliance & Administration: Review grant agreements and contracts to identify compliance issues and contribute to appropriate solutions. Ensure proper post-award management based on donor and IRC policies.
Reporting: Oversee the development, review, and timely submission of donor reports. Maintain reporting calendars and ensure high-quality documentation.
Information Management: Maintain up-to-date physical and digital grant files, ensuring standard procedures are followed across country offices.
Business Development: Coordinate proposal development and submission processes. Lead go/no-go meetings, develop proposal calendars, and review final submissions for quality assurance.
Donor Relations: Under the guidance of the CD, conduct strategic engagement with humanitarian donors, represent IRC Kenya, and host donor field visits.
2. Partnerships (25%)
Strategy: Serve as the strategic lead to achieve IRC Kenya’s target of spending 8% of funding through local partners.
Process Implementation: Champion the Partnership Excellence for Equality and Results (PEERS) system and model partnership principles across the country office.
Onboarding & Support: Oversee identification, vetting, capacity-sharing, and administrative management of local partners.
Collaboration: Facilitate the Partnership Working Group (PWG) and coordinate cross-departmental inputs for partner support.
Strategy and Leadership: Guide the MEAL unit towards client-centered standard programming. Establish robust client feedback loops and accountability frameworks.
Data-Driven Programming: Ensure MEAL data is synthesized and utilized for programmatic decision-making and adaptations.
Quality Control: Supervise data quality audits (DQAs) and regular joint monitoring visits. Lead annual statistical reporting and program indicators tracking.
4. Country Program Management (10%)
Leadership: Actively participate as an SMT member and contribute to operational and strategic planning discussions.
Alignment: Ensure that new global IRC priorities and policy changes are disseminated and adopted by the MEAL and Grants & Partnerships units.
Job Requirements
Master’s degree or equivalent experience in international development or a related field.
At least 8 years of experience in grants management and business development, ideally within a humanitarian and development context.
At least 3 years of experience leading monitoring and evaluation (M&E) functions in a humanitarian organization.
Sound knowledge of major humanitarian donors (ECHO, US Government/USAID, UN agencies, FCDO).
Fluency in English (verbal and written) with excellent budgeting and editing skills.
