The Commission for University Education (CUE) is seeking a highly qualified professional for the role of Corporation Secretary and Director Legal Services. This is a senior management position responsible for providing strategic legal guidance, ensuring the Commission's compliance with statutes and regulations, and serving as the Secretary to the Board.
Duties and Responsibilities
Arranging the business of the Board and keeping records of the proceedings.
Providing advice on legal and corporate matters to the CUE through interpretation and writing legal opinions.
Providing secretariat services to the Board.
Ensuring compliance with statutes, regulations, and procedures.
Formulating legal opinions and reports on various issues affecting the Board.
Formulating, vetting, reviewing, negotiating contracts, leases, agreements, and memorandums of understanding.
Reviewing the Board’s legal framework and advising on levels of compliance by sector players.
Coordinating, formulating, and reviewing the Board’s policies to ensure alignment with relevant laws and Government Circulars.
Coordinating litigation management by liaising with the Office of the Attorney General.
Ensuring adequate representation of the Board in legal matters.
Ensuring that requisite information and evidence on legal matters involving the Board is compiled and proper instructions issued to the Office of the Attorney General.
Negotiating disputes with a view to settling them out of court.
Coordinating legal audits to measure the Board’s level of compliance with various legal requirements.
Identifying legal risks and advising on mitigation measures.
Management and coordination of the Division including coaching and mentorship of staff.
Setting performance targets, work plans, and supervising the legal services unit.
Representing the Board in legal forums.
Requirements and Qualifications
At least twelve (12) years of relevant experience, five (5) of which must be at the level of senior management in a comparable institution.
Bachelor of Laws (LL.B) degree from a recognized institution.
Master’s degree in Law or equivalent qualification from a recognized institution.
Post-graduate Diploma in Law (Advocates Training Programme) from the Kenya School of Law.
Admission as an Advocate of the High Court of Kenya and a valid practicing certificate.
Membership to the Law Society of Kenya (LSK) and the Institute of Certified Public Secretaries of Kenya (ICPS (K)).
Certificate in a Leadership Course lasting not less than four (4) weeks from a recognized institution.
Proficiency in computer applications.
Demonstrated professional competence and administrative capability.
Fulfillment of the provisions of Chapter Six of the Constitution of Kenya.
