About the Role
The Kenya Bureau of Standards (KEBS) is seeking a Corporation Secretary/Director Legal Services to provide strategic leadership in the provision of legal services and guidance on good corporate governance. The role involves ensuring the safe custody of legal documents and supporting management on legal matters to ensure compliance with legal and regulatory requirements. This position is vital for protecting KEBS' interests and realizing its mandate under the Standards Act CAP 496 of the laws of Kenya, facilitating trade while safeguarding consumer health, safety, and the environment.
Key Responsibilities
- Strategic Leadership: Provide leadership in legal services, safe custody of legal documents, and corporate governance guidance.
- Policy Formulation: Accountable for the formulation and implementation of KEBS Legal policies, strategies, and procedures.
- Legal Framework: Drafting and interpreting the National Quality Infrastructure framework on Standardization, Metrology, and Conformity Assessment (SMCA).
- Regulatory Compliance: Respond to legislative changes and safeguard KEBS' interests within the government context.
- Gazettement: Manage the gazettement of standards by the National Standards Council (NSC) and statutory instruments.
- Contract Management: Oversee the management of contracts, MoUs, and legal instruments of collaboration at national and international levels.
- Litigation: Handle litigation and arbitral matters for and against KEBS, ensuring appropriate defense in courts and tribunals.
- Corporate Governance: Advise the NSC, management, and staff on legal instruments and corporate governance; manage Board induction and evaluations.
- Budget & Performance: Oversee the directorate's budget (approx. KES 135 Million) and performance management, including risk management frameworks.
- Administrative: Provide custodial services for the corporation seal and communicate Council resolutions for implementation.
Job Dimensions
- Financial Responsibility: Controls a directorate budget of approximately KES 135 Million.
- Decision Making: Makes strategic, operational, and financial decisions.
- Working Conditions: Predominantly office-based with expected domestic and international travel.
Requirements and Qualifications
- Academic Qualifications:
- Master’s degree in law from a recognized Institution.
- Bachelor of Laws (LLB) degree from a recognized Institution.
- Professional Certifications:
- Post Graduate Diploma in Law.
- Admission as an Advocate of the High Court of Kenya.
- Certified Secretary’s course-CS(K).
- Member of the Law Society of Kenya (LSK) in good standing with a current practicing certificate.
- Experience: A minimum of twelve (12) years of relevant work experience, with at least five (5) years in a senior management position.
- Mandatory Training:
- Supervisory course (at least 2 weeks).
- Management Course (at least 4 weeks).
- Leadership Course (at least 4 weeks).
