The Deputy Director – Labour & Industrial Relations is a senior leadership role within the Teachers Service Commission (TSC). This position is responsible for overseeing the labor and industrial relations division, ensuring the development and execution of strategies that promote harmonious relations between the Commission and its social partners. The role involves high-level legal advisory, management of trade disputes, and coordination of policy development within a legal framework.
Duties and Responsibilities
- Strategy & Planning: Coordinating the development and implementation of the labor and industrial relations strategy and leading the preparation of the divisional annual work plan.
- Policy Development: Leading the development of policies, systems, and procedures that strengthen the legal framework for industrial relations services.
- Financial Oversight: Coordinating the implementation of the division’s budget and monitoring expenditures.
- Reporting: Leading the preparation, implementation, and submission of the divisional Quarterly Reports.
- Risk Management: Coordinating the sensitization of staff on labor and industrial relations risks arising from legal suits and Commission policies.
- Research: Organizing and coordinating research on best labor practices, international labor instruments, conventions, and market trends.
- Legal Advisory: Providing legal advisory services on labor matters, registered disputes, and management of employee discipline processes.
- Executive Support: Developing legal advisory opinions for the Commission Secretary and preparing Board Papers on labor and industrial matters.
- Agreements & Negotiations: Coordinating the preparation of Recognition and Collective Agreements in liaison with relevant stakeholders.
- Industrial Harmony: Implementing strategies to foster harmonious industrial relations and managing engagements with social partners and state/non-state agencies.
- Dispute Resolution: Managing all Trade Disputes, Union, and employee grievances and developing comprehensive alternative dispute resolution (ADR) mechanisms.
- Parliamentary Liaison: Coordinating the drafting and submission of Parliamentary responses for different service areas.
- Leadership: Supervising and guiding employees for optimum performance within the division.
Requirements for Appointment
For appointment to this grade, an officer must have:
- Served in the grade of Assistant Director - Legal Services/Labour and Industrial Relations for a minimum period of three (3) years OR possessed at least six (6) years’ experience in a comparable position.
- A Bachelor of Laws Degree (LLB) from a recognized institution.
- A Master’s degree will be an added advantage.
- A Postgraduate Diploma in Law from the Kenya School of Law.
- Valid membership to the Law Society of Kenya (LSK) in good standing.
- A valid Advocates Practicing Certificate.
- A Certificate in a Leadership Course or equivalent qualification lasting not less than four (4) weeks from a recognized institution.
- Demonstrated merit and ability as reflected in work performance and results.
Terms and Remuneration
- Basic Salary Scale: Kshs. 192,782 – Kshs. 288,051
- House Allowance: Applicable rates as per TSC guidelines.
- Commuter Allowance: Kshs. 14,000.
- Leave Allowance: As provided in TSC Secretariat.
- Annual Leave: 30 working days per calendar year.
- Medical Cover: As provided in the TSC Secretariat Medical Scheme.
- Terms of Service: Five (5) years contract, renewable once subject to satisfactory performance.
