The Assistant Director – Legal Services is a management role at the Teachers Service Commission (TSC) responsible for providing high-level legal guidance and representation. The officer in this position oversees litigation, ensures statutory compliance, and renders legal opinions to support the Commission's mandate of professionalizing the teaching service. This role involves both technical legal work and the supervision of staff within the legal division to achieve departmental objectives.
Duties and Responsibilities
Representing the Commission in courts and tribunals.
Providing input in the development and implementation of divisional targets and work plans.
Reviewing monthly, quarterly, and annual litigation reports.
Preparing advisories on compliance with relevant statutory requirements.
Coordinating, preparing, and reviewing legal instruments.
Advising the Commission on the outcome of court cases and ensuring compliance with judgments.
Ensuring the Commission’s compliance with statutory and contractual obligations.
Rendering legal opinions and advisories on diverse matters.
Undertaking sensitization programs for staff on legal issues.
Conducting legal compliance audits.
Supervising and guiding employees to ensure optimum performance within the division.
Requirements for Appointment
For appointment to this grade, an officer must meet the following criteria:
Served in the grade of Principal Officer-Legal for a minimum period of three (3) years OR have five (5) years’ experience in a comparable position.
Bachelor of Laws Degree (LLB) from a recognized institution.
Postgraduate Diploma from the Kenya School of Law.
Valid Advocates’ Practicing Certificate.
Membership of the Law Society of Kenya (LSK) in good standing.
Master’s degree from a recognized institution is considered an added advantage.
Certificate in a Senior Management course lasting not less than four (4) weeks from a recognized institution.
Demonstrated merit and ability as reflected in work performance and results.
Terms and Remuneration
Basic Salary Scale: Kshs. 137,460 – Kshs. 167,098
House Allowance: Applicable rates as per TSC guidelines.
Commuter Allowance: Kshs. 12,000
Leave Allowance: As provided in the TSC Secretariat.
Annual Leave: 30 working days per calendar year.
Medical Cover: As provided in the TSC Secretariat Medical Scheme.
Terms of Service: Five (5) years contract, renewable once subject to satisfactory performance.
