The Chief Officer for Education, Training and Devolution is a senior executive role reporting to the respective County Executive Committee Member. The officer serves as the Accounting and Authorized Officer for the Department, overseeing day-to-day administration, coordination of services, and the implementation of strategic policies to enhance service delivery within Nyeri County. This is a contract position with remuneration as per the Salaries and Remuneration Commission (SRC) guidelines.
Responsibilities
- Serve as the Accounting and Authorized Officer for the Department.
- Manage day-to-day administration and coordination of the respective county department as provided under section 46.
- Provide strategic policy direction for effective service delivery within the department.
- Implement policies and programs within the department.
- Develop and implement strategic plans and sector development goals, including performance management.
- Formulate and implement effective programs to attain Vision 2030.
- Promote and ensure compliance with National Values and Principles of Governance as outlined in Articles 10 and 232 of the Constitution of Kenya.
- Oversee the management of finances, preparation of budget estimates, annual work plans, and programs.
- Maintain effective collaboration and partnerships with other organs of the County, other Counties, and the Private Sector.
- Perform any other duties as may be assigned by the relevant Executive Committee Member from time to time.
Requirements and Qualifications
- Must be a Kenyan citizen (Attach ID).
- Possession of KCPE and KCSE Certificates (Attach certificates).
- A first degree in a relevant field from a university recognized in Kenya.
- Ten (10) years of relevant professional experience, with at least five (5) years in a leadership position at a Senior Management level in Public Service or Private Sector (Attach evidence).
- Knowledge and experience in Programme Based Budgeting, Planning, and financial analysis.
- Thorough understanding and commitment to the Values and Principles outlined in Articles 10 and 232 of the Constitution of Kenya and Vision 2030.
- Compliance with the requirements of Chapter Six of the Constitution of Kenya.
- A Master’s degree in a relevant field will be considered an added advantage.
