Role Overview
The Chief of Branch leads, supervises, and carries out the work programme of the Evaluation Office. This high-level position is responsible for ensuring the quality and objectivity of evaluations that inform intergovernmental bodies and support UNEP's strategic goals. The role involves significant leadership in data-driven planning and management of multicultural teams.
Key Responsibilities
Programme Management: Lead and supervise the work programme of the Evaluation Office; provide programmatic and substantive reviews of drafts prepared by others.
Policy and Strategy: Coordinate and oversee the preparation and implementation of the UNEP evaluation policy and strategy.
Reporting: Report to intergovernmental bodies on programme/project performance, specifically through biannual and annual reports.
Quality Assurance: Ensure evaluation outputs maintain high-quality standards, remaining clear, objective, and based on comprehensive evidence.
Resource Allocation: Determine priorities and allocate resources for the timely completion and delivery of outputs.
Administrative Oversight: Manage budgets, report on performance, conduct staff performance evaluations (PAS), and oversee recruitment processes with attention to geographical balance.
Data Analysis: Lead efforts to collect and analyze data to identify trends for data-driven decision-making and reporting.
Staff Development: Manage, guide, and train staff under supervision.
Qualifications and Experience
Education:
An advanced university degree (Master's or equivalent) in evaluation, business or public administration, finance, accounting, law, social sciences, or a related area is required.
A first-level university degree combined with two (2) additional years of qualifying experience may be accepted in lieu of the advanced degree.
Completion of programs in data analytics, business analytics, or data science is desirable.
Work Experience:
Minimum of fifteen (15) years of progressively responsible experience in evaluation and oversight management, law, finance, or a related field.
Minimum of five (5) years of management experience, including leading diverse and multicultural teams.
Experience in designing and implementing robust impact evaluations is desirable.
