Our client, the Human Trafficking Institute (HTI), is preparing to launch a program in Kenya and is seeking an Assistant Legal Advisor consultant. The primary objective of this role is to provide context-specific justice system advice, comprehensive legal research, and programmatic support to facilitate the successful implementation of HTI’s mission. The Consultant will be responsible for preparing resources, tools, and reports, while assisting staff in engaging with relevant government and sector stakeholders. This position requires close collaboration with the Office of the Director of Public Prosecutions (ODPP), the Directorate of Criminal Investigations (DCI), and other justice sector partners to advance HTI’s mission to combat trafficking in persons (TIP).
Key Deliverables
- Monthly Legal Briefs: Summarizing statutory, regulatory, policy, and customary law developments relevant to the program.
- Case Progression Tracking: Developing a report covering TIP cases within the criminal justice pipeline.
- Monthly Program Support Reporting: Outlining legal guidance provided, identifying risks, and offering mitigation recommendations.
- Stakeholder Engagement Logs: Maintaining records of all meetings with ODPP, DCI, civil society, and other partners, including outcomes and action points.
- Research Memos: Drafting research papers on assigned legal, policy, or contextual topics related to trafficking in persons.
- Training & Resource Inputs: Conducting desk reviews of existing tools, identifying necessary new resources, and drafting training curricula/materials.
- Criminal Justice Data Reporting: Assessing the strengths and weaknesses of current case tracking and data collection methods for TIP cases.
- Reporting Support: Providing written inputs for quarterly, annual, and donor reports, including legal analysis and case updates.
Compliance & Confidentiality
Due to the sensitive nature of HTI’s work, the consultant must maintain strict confidentiality regarding all privileged information and adhere to HTI's safeguarding and data protection standards.
Requirements
- Bachelor of Laws (LLB) from a recognized university.
- Advocate of the High Court of Kenya (Bar admission required).
- Minimum 5 years’ experience working with Kenyan legal frameworks.
- Training or experience in human trafficking, child protection, governance, or legislative reform.
- Strong familiarity with the Counter Trafficking in Persons Act and Penal Code (Cap. 63).
- Experience translating legal and policy issues into practical operational guidance.
- Experience coordinating across diverse stakeholders, including senior-level engagements.
- Experience in program development, project management, or capacity building.
- Experience working with international organizations or multicultural teams.
- Extensive experience working in the criminal justice system.
