Job Description
The UICAP GIS Lead is responsible for managing and sustaining the Utilities GIS (Geographic Information System) program while ensuring the accuracy, availability, and integration of GIS data in support of utility infrastructure at the Facilities Engineering Command (FEC).
Responsibilities
Develop and sustain the Utilities GIS Program for tracking and managing all Utilities infrastructure at the FEC.
Provide leadership and coordination for technical personnel supporting Utilities GIS and mapping efforts.
Ensure compliance with Utilities GIS Business Management System (BMS) 5.2.20 standards for maintaining information.
Maintain current and accurate Utilities GIS data (features, metadata, asset locations, specifications, and condition ratings) within authoritative systems like ArcGIS and NAVFAC Portal viewers.
Perform quality assurance and quality control (QA/QC) of Utilities GIS data and enforce compliance with UICAP, NAVFAC, and OSD standards.
Prepare Statements of Work (SOWs) and cost estimates, and serve as the Contracting Officer Representative (COR) for GIS-related contracts.
Ensure Public Works Departments (PWDs) incorporate new information from as-built drawings and remove deactivated equipment from systems.
Correlate and report UICAP metrics to Echelon II in adherence with reporting requirements.
Stay current with GIS standards, best practices, and participate in program-related user groups.
Qualifications and Requirements
Bachelor’s degree in Geography, Geospatial Science, Engineering, Information Technology, or a related field.
High school diploma or equivalent.
At least two (2) years of experience managing GIS programs or working in GIS-related roles within a utilities or infrastructure context.
Familiarity with GIS software such as ArcGIS and other geospatial tools.
Strong knowledge of GIS data practices, quality control, and data integrity requirements.
Experience in preparing Statements of Work (SOWs), cost estimating, and managing contracts in a COR capacity.
Possession of a valid passport and the ability to travel internationally.
