The UICAP Coordinator is responsible for the overall management, coordination, and oversight of UICAP (Utilities Infrastructure Condition Assessment Program) information at the PWD (Public Works Department) level. This role ensures programmatic compliance, data integrity, and operational excellence. The position involves managing life-cycle phases of infrastructure assessment, maintaining critical data systems, and performing risk analysis to ensure the safety and efficiency of utility systems.
Responsibilities
Program Management
- Oversee the overall management and coordination of UICAP at the PWD level, ensuring integrity and data validity.
- Manage and complete UICAP Phases 1 through 4.
- Schedule and facilitate annual risk assessments for UICAP and PWD goals.
Data and System Oversight
- Ensure Maximo™ data includes all utility equipment and that records are associated with iNFADS PRCs (Plant Replacement Codes).
- Build and oversee preventive maintenance (PM) schedules in Maximo™ and ensure completion.
- Maintain accurate and updated degradation indices (DIs), failure scenario scores, and Maximo™ asset inventory correlation with iNFADS PRCs.
Risk Assessments
- Complete and validate Likelihood and Consequence of Failure Scenarios.
- Ensure mitigations for all risk scores greater than 3.5 are built in the Utilities Risk Tool (URT).
- Review utilities service interruptions against degradation and risk analysis, ensuring mitigation projects are developed for high-risk situations.
Training and Reporting
- Ensure all staff receive proper training and have access to required resources for UICAP operations.
- Produce required UICAP program documents, including risk assessments, mitigation plans, integrated project lists, and long-range capital plans.
- Run reports, assess data quality, and prepare summaries for compliance with UICAP standards and metrics.
Collaboration and Compliance
- Work with Real Property Accountability Officers (RPAO) to keep Utilities inventory and PRCs updated with new or deactivated assets.
- Manage project submissions to appropriate funding streams (e.g., SRM, MILCON, Energy, Capital Investment Programs).
- Participate in NAVFAC-related UICAP user groups to incorporate best practices.
Contract Oversight
- Prepare Statements of Work (SOW), cost estimates, and ensure Contracting Officer Representative (COR) responsibilities for UICAP-related contracts.
- Perform quality assurance audits on UICAP processes to ensure validity and compliance.
Requirements
- Minimum of three (3) years of experience in utilities, infrastructure assessment, or a related field.
- Demonstrated ability to manage and coordinate operational programs at the departmental level.
- Strong working knowledge of Maximo™ and iNFADS systems (or similar databases).
- Familiarity with the Utilities Risk Tool (URT) or comparable risk management tools.
- High school diploma or equivalent.
- Must be in possession of a valid passport (valid for a minimum of 1 year at time of hiring) and be able to travel internationally.
- Ability to successfully pass contract medical requirements and maintain requirements for the duration of deployment.
