Job Description
Reporting to the Principal, the Supply Chain Officer shall be responsible for providing leadership in procurement issues of the institution. They will be responsible for coordination of procurement and disposal processes in accordance to Public Procurement and Asset Disposal Act 2015 and Regulation 2020.
Key Duties and Responsibilities
Procurement Planning: Consolidate annual procurement and disposal plans and provide signed professional opinions to the accounting officer on procurement or asset disposal proceedings.
Supplier Management: Maintain and continuously update lists of registered suppliers, contractors, and consultants across various categories.
Contract Administration: Prepare draft contracts and monitor their implementation to ensure adherence to terms and conditions.
Compliance & Security: Take custody and monitor the application of tender security, performance security, and professional indemnity certificates.
Inventory Management: Ensure all purchased stores are received and taken on charge, conduct quarterly and annual stock-taking, and ensure stores do not suffer deterioration from preventable causes.
Reporting: Prepare monthly progress reports of all procurement contracts and submit them to the accounting officer.
Financial Oversight: Certify invoices and payment vouchers to suppliers and verify that stock levels warrant initiating new procurement processes.
Strategy Development: Develop and implement procurement, inventory, and distribution strategies while ensuring compliance with all regulations.
Requirements for Appointment
Bachelor's Degree in Commerce, Business Administration (Supplies Management), Economics, Procurement and Supplies Management, or equivalent.
Diploma in Supply Chain Management or its equivalent from a recognized institution.
CIPS/CPSP certification level 2.
Valid practicing license and registration with relevant professional bodies (KISM/CIPS).
Must be in good standing with the professional body.
Minimum of three (3) years of experience in storekeeping and/or inventory management.
Proficiency in computer skills.
Must fulfill the requirements of Chapter Six (6) of the Constitution of Kenya.
