Role Overview
The Senior Policy Analyst within the Gender & Special Groups Division at KIPPRA is responsible for supervising public policy analysis and providing expert policy advice to the government. This senior role involves coordinating large-scale research projects, managing staff performance, and engaging with diverse stakeholders to ensure evidence-based decision-making. The analyst leads capacity-building efforts and oversees the integration of large datasets to inform policy options specifically for gender and special interest groups.
Responsibilities
- Policy Analysis & Advice: Supervise public policy analysis and provide objective advice to the government and relevant stakeholders.
- Research Coordination: Lead public policy research to ensure alignment with the Institute’s mandate, quality standards, and strategic objectives.
- Data Management: Coordinate the collection, integration, and analysis of large datasets for purposes of relevant, objective public policy research.
- Capacity Building: Organize and lead capacity-building activities for government officers and stakeholders; mentor and guide staff to enhance technical skills and professional growth.
- Performance Management: Supervise the performance management of staff within the division.
- Stakeholder Engagement: Maintain effective relationships with key stakeholders, including policymakers, implementers, development partners, and other research institutions.
- Policy Formulation: Organize the formulation, review, and evaluation of public policies, strategies, and reforms.
- Dissemination: Prepare dissemination activities to enhance the visibility and policy uptake of research findings.
- Project Management: Undertake project planning, budgeting, resource allocation, and implementation to ensure timely and efficient delivery.
- Reporting: Prepare quarterly, annual, and donor reports in line with performance contracting and accountability frameworks.
Requirements
- Experience: A cumulative service period of nine (9) years, with at least three (3) years at the grade of Policy Analyst or in a comparable position.
- Education (Bachelor's): Bachelor’s degree in Economics, Statistics, Economics and Statistics, Computer Science, Data Science, Mathematics, Public Policy, Development studies, Law, Engineering, Geo-Information Systems, Urban Planning, Gender, Nutrition and dietetics, Food Science, Artificial Intelligence, International Relations, Political Science, Public Administration, Social Policy, Public Health, Finance, Agriculture, or Environmental Studies from a recognized institution.
- Education (Master's): Master’s degree in any of the aforementioned or related fields from a recognized institution.
- Professional Training: Completion of a management course lasting not less than four (4) weeks from a recognized institution.
- Publications: Minimum of one (1) publication in a peer-reviewed journal, book, or book chapter, and a minimum of two (2) published research papers or reports.
- Technical Proficiency: Proficiency in data analytics and statistical software/programming languages such as Stata, R, Python, or similar.
- Database Knowledge: Working knowledge of databases.
