Job Description
The National Quality Control Laboratory (NQCL), a State Corporation under the Ministry of Health, is looking for a Senior Planning Strategy & Partnership Officer. This role is crucial for executing internal policies, developing the laboratory's strategic plans, and overseeing monitoring and evaluation (M&E) frameworks to ensure organizational objectives are met in line with government standards.
Responsibilities
Participating in the execution of the Laboratory's internal policies, regulations, guidelines, and strategies.
Contributing to the development and periodic review of the Laboratory’s Strategic Plan.
Assessing the strengths and weaknesses of various policy options and analyzing departmental recommendations.
Assisting in the preparation of policy position papers.
Monitoring and Evaluating the Laboratory’s programs and projects.
Developing, maintaining, and managing Monitoring & Evaluation (M&E) data and tools.
Undertaking strategy reviews based on the operating environment and business needs.
Identifying changing market or environmental conditions, unplanned events, and deviations from plans, and preparing associated reports.
Participating in management strategy review meetings.
Analyzing the implementation status of the Strategic Plan and compiling periodic M&E reports.
Preparing the Laboratory’s Corporate Performance Contract in alignment with government guidelines.
Monitoring and evaluating the execution of approved Performance Contracts.
Collating evidence for external annual evaluations and conducting impact assessments of laboratory programs and products.
Requirements
A cumulative service period of at least six (6) years of relevant working experience.
At least three (3) years of experience must have been at the grade of Planning Officer I or a comparable position.
A Bachelor’s Degree in Economics, Statistics, Strategic Management, Business Development, Development Studies, Business Administration, or equivalent qualifications from a recognized institution.
A professional certificate in Monitoring & Evaluation or its equivalent.
Demonstrated proficiency in computer applications.
