Roles and Responsibilities
Program Oversight and Learning
- Serve as the primary coordination point between PMU leads and PxD senior leadership, ensuring learnings, risks, and strategic decisions flow effectively across the organization.
- Work with PMU leads in India and Ethiopia to streamline PMU activities across geographies, and share learnings across geographies.
- Work with PMU leads in India and Ethiopia to ensure existing PMU deliverables are on track, report progress to government partners and funders, and revise deliverables and targets if necessary.
- Work with PMU leads in India and Ethiopia to provide technical support on the development of written materials and presentations.
Strategic Partnerships and Business Development
- Work with PxD senior leadership (CEO, Chief Strategy Officer, Chief Economist) to develop an overall strategy for PxD’s government advisory work.
- Own the end-to-end pipeline for new government advisory programs — from opportunity identification and relationship development through to proposal submission, staffing, and program launch.
- Build and manage relationships with government partners to generate demand for government advisory programs, including digital agriculture roadmaps (DAR) and PMUs.
- Build and manage relationships with multilateral development finance institutions (World Bank, AfDB, ADB, IFAD) to incorporate digital agriculture into large-scale funding initiatives.
- Build and manage relationships with existing PxD ecosystem partners to identify opportunities to advise governments and funders on the expansion of public digital agriculture programs.
- Represent PxD externally at events, and develop written materials and presentations that build the evidence base and business case for PxD's government advisory model.
Organizational Capability Building
- Develop the internal systems, playbooks, and processes required to establish government advisory as a scalable, replicable service offering within PxD — including onboarding frameworks for new PMUs, knowledge management across geographies, and quality standards for advisory outputs.
- Work with PxD senior leadership (CEO, Chief Strategy Officer, Chief Economist) and other staff allocated to M&E work, to develop a monitoring, evaluation, and learning (MEL) framework to assess the impact that PxD is having through its government advisory programs, including both direct impact on service delivery to farmers, and indirect impact through policy support and coordination.
Required Qualifications, Experience, and Skills
- A bachelor's degree in economics, agricultural economics, public policy, business (MBA), computer science, data science, or a closely related field.
- Significant experience in a fast-paced, entrepreneurial environment, with at least 2 years of experience managing projects, programs, or business units.
- A track record of building relationships with senior government counterparts, multilateral institutions, or other high-level stakeholders in low- and middle-income countries.
- Strong quantitative analytical skills, and the ability to use data to generate strategic insights.
- Strong understanding of monitoring, evaluation, and learning (MEL) in an international development context, including experience designing KPI and MEL frameworks.
- Strong writing, presentation, and oral communication skills in English, with the ability to translate evidence into compelling narratives for government and donor audiences.
- The ability to operate across strategy, business development, and execution — from high-level advisory conversations to building internal systems.
- Excellent attention to detail.
- Strong tenacity and self-motivation, with the ability to work proactively with limited supervision and a high degree of uncertainty to achieve deliverables under tight timelines.
- Experience managing and working collaboratively with diverse, geographically distributed teams.
- Willingness to travel up to 50% between India, Ethiopia, and other countries in Africa and Asia.
Desired Qualifications and Experience
- A master's degree in economics, agricultural economics, public policy, business (MBA), computer science, data science, or a closely related field.
- Prior experience in one or more of the following areas: experimental research, including randomized evaluations and primary data collection in developing countries; the technology or startup sector; agricultural development programs; or management consulting.
- Previous work experience in India, Ethiopia, or other developing countries.
