Role Overview
The Public Works Director / Chief Engineer is responsible for directing and overseeing the day-to-day operations and activities of the Public Works Department. This includes ensuring the efficient functioning and maintenance of utility systems, facilities, roads, and public infrastructure. The successful candidate will develop and implement comprehensive policies, manage budgets, and ensure compliance with all health, safety, and environmental regulations.
Key Responsibilities
Direct and oversee the day-to-day operations of the Public Works Department, ensuring efficient maintenance of utility systems, facilities, and roads.
Develop and implement policies, procedures, and schedules for infrastructure operation and repair to meet performance standards.
Manage engineering and maintenance operations, including environmental programs and lifecycle management.
Allocate resources (labor, materials, and equipment) to meet contract performance requirements.
Monitor and manage budgets for public works projects to ensure financial compliance.
Coordinate engineering designs and construction efforts for infrastructure improvement or expansion.
Ensure adherence to health, safety, and environmental (HSE) policies and U.S. government regulations.
Supervise and mentor department staff to promote professional growth and team collaboration.
Prepare operational and project status reports for program leadership and clients.
Act as the primary technical point of contact for client and government representatives.
Facilitate emergency response and manage contingency plans for operational failures.
Stay updated on new technologies and industry standards to modernize public works operations.
Requirements
Bachelor’s degree in Civil Engineering, Mechanical Engineering, or a related field (equivalent experience may be considered in lieu of education).
8-10 years of progressively responsible experience in public works operations, infrastructure management, or facilities maintenance.
Demonstrated leadership experience managing large teams of technicians and engineers.
Comprehensive knowledge of public works systems (utilities, roads, buildings, environmental systems).
Strong project management skills, including budget and schedule management for large-scale projects.
Excellent communication skills with fluency in English (written and verbal).
Proficiency with engineering software and Microsoft Office Suite.
Valid passport (valid for at least 1 year) and ability to travel internationally.
Ability to pass contract medical requirements for deployment.
