The Protection Coordinator is technically responsible for ensuring quality protection programming and is the overall country-level technical lead within the protection sector for the Danish Refugee Council (DRC) in Kenya. The role involves providing technical and programmatic support for DRC and partners' protection activities across all areas of operations. Responsibilities include leading country-level protection analysis, strategy development and implementation, providing technical instruction, and offering technical line supervision for protection staff and interventions throughout the programme cycle.
Duties and Responsibilities
Protection Sectoral Technical Responsibility
- Lead protection analysis efforts and the development and implementation of the country-level protection strategy.
- Maintain technical responsibility for the overall protection portfolio and ensure Age, Gender, and Diversity Mainstreaming (AGDM) in all protection activities.
- Oversee and lead the development, harmonisation, and rollout of internal protection tools, Standard Operating Procedures (SOPs), policies, and guidelines.
- Act as a reference point for other sectors regarding Protection Mainstreaming.
Technical Supervision
- Technically supervise protection managers and team leaders, providing advice and guidance to protection staff.
- Participate in human resource processes, including recruitment of technical protection staff and setting performance objectives.
- Identify technical gaps and establish capacity-building plans for protection staff.
- Deliver capacity-building efforts and provide regular technical support both structured and on a case-by-case basis.
Programme Development, Quality Assurance, and Oversight
- Maintain oversight of programme implementation, including budgets and indicators, in collaboration with the Head of Program and Area Managers.
- Participate in project review meetings, including grant opening, review, and close-out meetings.
- Review and update technical approaches and protection SOPs.
- Develop protection monitoring reports and review tools in collaboration with the PIM/Advocacy specialist.
- Lead the revision of tools and SOPs for the current case management system.
- Support referral mechanisms to link beneficiaries to services through service mapping and workshops.
- Coordinate with other sectors to integrate or mainstream protection programs.
- Support MEAL (Monitoring, Evaluation, Accountability, and Learning) tools and accountability systems.
Coordination and Advocacy
- Coordinate and liaise with UNHCR Protection units, other protection partners, and government authorities.
- Represent DRC at relevant protection coordination meetings.
- Develop monthly protection monitoring reports for external circulation with clear recommendations.
- Support training on protection advocacy for local civil society and stakeholders.
- Lead the development of protection advocacy strategies and plans.
Project Development
- Coordinate the design, implementation, and evaluation of protection-related programming to secure expansion funding.
- Lead proposal design, including activity design and budgeting.
- Sign-off on all project proposals and budgets related to protection activities.
Requirements
Experience and Technical Competence
- Significant knowledge of International Human Rights Law, particularly Refugee Law and Durable Solutions.
- Minimum 7 years’ experience implementing and developing Protection programs in displacement contexts.
- Experience in Protection, Child Protection, GBV programming, Case Management, and Gender.
- Experience in Protection Information Management (PIM) systems and tools.
- Experience in international humanitarian work, advocacy, and policy development at a national level.
- Experience preparing protection programming strategies for complex programmes covering multiple sites.
- Experience integrating protection with other sectors.
- Demonstrated ability to conduct trainings on protection and human rights topics.
- Experience with MEAL tools.
Education
- Master’s degree in Social Science, Law, or Humanitarian Aid.
