About the Role
Hivos is seeking a Program Officer for the SWITCH Kenya Green project based in Kilifi. Reporting to the Program Manager, the Program Officer will support program implementation. This role involves managing all activities, ensuring compliance, handling consortium and stakeholder communications, tracking work plans, and producing high-quality progress reports. The officer will also be responsible for documentation, partner programmatic support, and maintaining a Gender Equality and Social Inclusion (GESI) tracking plan.
Responsibilities
Program Implementation
- Contribute to the planning and execution of the Hivos plan of work.
- Support lobby, advocacy, and policy-influencing efforts at both national and county levels.
- Support internal and external communications, including publishing articles, blog posts, and commissioning communication products.
- Guide the overall communications strategy with support from the Communications Officer.
- Manage event logistics, campaign planning, and routine tracking of budgets and expenditures.
Grant Making
- Support SWITCH Kenya Green grant management efforts by maintaining strong relationships with program partners through routine check-ins.
- Ensure timely follow-up on deliverables and communicate deadlines/updates to partners.
- Support the timely and well-documented disbursement of funds.
- Provide programmatic support to partners during implementation as requested.
- Support Monitoring, Evaluation, and Learning (MEL) processes, including data consolidation, quality checks, and learning documentation.
Filing & Archiving
- Maintain organized, up-to-date digital program files in line with Hivos document management standards.
- Ensure all partner documentation (Contracts, Amendments, Reports, MEL tools, disbursement records) is accurately filed and accessible for audits.
- Track, label, and archive correspondences, ensuring consistent version control.
- Assist the Program Manager and Finance Officer in preparing documentation for audits, evaluations, and compliance checks.
- Ensure all relevant documents are updated on shared drives for authorized team access.
Requirements
Academic Qualifications
- Bachelor’s degree in social sciences, development studies, public policy, environmental studies, project management, or a related field (required).
- A Master's degree in a relevant field is an added advantage.
- Additional certification in project management, MEL, or grant management is desirable.
Experience and Skills
- 4 to 5 years of experience in program management, project coordination, or a related role, preferably within an NGO context.
- Working knowledge of green/circular economy and MSME ecosystems.
- Strong project coordination and multitasking abilities.
- Solid writing, documentation, and communication skills.
- Proficiency in MS Office and basic project/MEL tools and systems.
- Strong analytical and problem-solving skills.
- Ability to track budgets, deadlines, and deliverables.
- Understanding of grants, compliance, and partner support.
