The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the world's environmental agenda and promotes the coherent implementation of the environmental dimension of sustainable development within the UN system. This Programme Management Officer (P4) role is situated within the Ozone Secretariat, which serves the Montreal Protocol and Vienna Convention. The successful candidate will lead technical work on critical issues such as energy efficiency and cooling, manage non-compliance procedures, and represent the secretariat at international diplomatic conferences.
Responsibilities
Technical and Policy Leadership:
- Lead the Ozone Secretariat’s technical work on energy efficiency, life-cycle refrigerant management, equipment disposal, climate change, and cold chain cooling.
- Identify and track emerging technical and policy issues relevant to the implementation of the Montreal Protocol.
- Advise colleagues, international parties, and stakeholders on assigned technical and policy questions.
- Prepare high-level briefing and information materials for Montreal Protocol stakeholders.
- Build and leverage partnerships with international actors to enhance cooperation and implementation efficiency.
- Identify linkages and opportunities for coordination with other multilateral environmental agreements and international programs.
- Serve on UNEP committees and represent the Secretariat at international meetings and conferences.
Non-Compliance Procedure Support:
- Prepare documentation for the Implementation Committee under the Non-Compliance Procedure of the Montreal Protocol.
- Deliver presentations and provide technical advice during Committee meetings.
- Coordinate with the Multilateral Fund Secretariat and implementing agencies regarding non-compliance matters.
- Participate in regional network meetings for national ozone officers.
Diplomatic Conference Support:
- Draft official pre-session, in-session, and post-session documents for diplomatic conferences.
- Support and facilitate negotiations on assigned agenda items.
- Manage the servicing of meetings requested by parties to the Montreal Protocol.
- Analyze data to identify trends and provide insights using data visualization methods (graphs, charts, and tables) to support data-driven reporting and decision-making.
Requirements
Education:
- Advanced university degree (Master's degree or equivalent) in environmental sciences, environmental management, environmental economics, law, or a related area is required.
- A first-level university degree with two (2) additional years of qualifying experience may be accepted in lieu of the advanced degree.
- Completion of data analytics, business analytics, or data science programs is highly desirable.
Work Experience:
- A minimum of seven (7) years of relevant professional work experience in monitoring and evaluation of environmental projects/programmes or related areas is required.
- At least four (4) years of experience with a government or intergovernmental entity in implementing the Montreal Protocol is desirable.
- Experience in evaluation, research, project management, and strategic planning within the UN system or similar international organizations is desirable.
- A minimum of two (2) years of experience in data analytics or a related area is desirable.
