Project Development Lead, Maldives Project (GBFF12031) and Indonesia Policy Coherence Project (GEF12073) at United Nations Environment Programme (UNEP) | Ajira Zone
The United Nations Environment Programme (UN Environment) is the leading global environmental authority that sets the world's environmental agenda and promotes the implementation of sustainable development within the UN system. This role involves leading the project development for two specific initiatives: the Maldives Project (GBFF12031) and the Indonesia Policy Coherence Project (GEF12073). The Lead Consultant will be responsible for ensuring project proposals align with national policies and international standards.
Duties and Responsibilities
Ensure the project proposal follows relevant national and local policies, plans, and regulations for marine protected area management (e.g., NBSAP).
Design projects to enable integrated, cross-sectoral management of ecologically significant areas in South Ari Atoll through policies and capacity building.
Align project proposals with national and provincial policies regarding ocean accounting.
Analyze data platforms, permit systems, and capacity needs to establish ocean accounts for policy coherence.
Conduct baseline analysis of policy coherence between provincial and national jurisdictions on coastal and marine resources management.
Identify pathways for sustainable blue economy initiatives, financing mechanisms, and reef-positive business models.
Perform baseline assessments of institutional capacity and knowledge-sharing networks.
Develop the project package including Gender Analysis, Gender Action Plan, Stakeholder Engagement Plan, ToRs, workplans, and procurement plans.
Assess environmental and social safeguards and identify institutional linkages with other GEF Projects.
Supervise National Experts and coordinate activities with MOCCEE (Maldives) and the Ministry of Marine Affairs and Fisheries (Indonesia).
Report to the Task Manager, GEF-Biodiversity and Land Degradation Unit.
Qualifications and Experience
Education: An advanced university degree (Master's or equivalent) in biodiversity sciences, environmental sciences, natural resource management, policy, or environmental economics. A first-level degree with two additional years of experience (9 years total) is acceptable.
Experience: A minimum of 7 years of professional experience in environmental planning, sustainable land management, and biodiversity protection.
Specific Expertise: Demonstrated knowledge of GEF policies and programming, with experience in GEF Project Document formulation and CEO Endorsement is highly desirable.
Sector Experience: Experience in protected area management, coastal restoration, and nature-based solutions is desirable.
Regional/Contextual Knowledge: Experience working in Small Island Developing States (SIDS) or the Asia Region is highly desirable.
Skills: Experience leading multi-disciplinary teams and familiarity with natural capital accounting.
