The Programme Management Officer (P3) position at the United Nations Environment Programme (UNEP) involves leading the development and overseeing the implementation of environmental projects, particularly those funded by the Global Environment Facility (GEF). This role focuses specifically on critical environmental issues such as Persistent Organic Pollutants (POPs) wastes, hazardous waste management, and sustainability within the electronics value chain. The officer is responsible for ensuring project delivery aligns with UNEP's strategic priorities and the needs expressed by governments and partners, while maintaining strict compliance with legal, fiduciary, and administrative standards.
Responsibilities
The incumbent will lead the development and supervision of GEF projects with the theme of POPs wastes and electronics, amongst others, by:
- Leading in the identification, development, and approval of high-quality new projects in line with UNEP strategic priorities and in response to the priorities expressed by governments and partners.
- Establishing and maintaining the legal and operational delivery structure for projects, including preparing and submitting legal agreements with project Executing Agencies.
- Leading on due diligence, capacity, and administrative assessment of new project partners.
- Registering projects in UNEP internal project management and reporting systems, including liaison with Regional Offices and UN Country Teams, and supporting the closure of projects.
- Supervising Executing Agencies to ensure delivery of projects to achieve the Project Result Framework and expenditure targets, within agreed tolerances and in full compliance with fiduciary and other required standards.
- Providing support in annual work planning and budgeting processes, ensuring timely, high quality, and transparent quarterly and annual reporting.
- Supporting specialized colleagues in ensuring audit and procurement standards and requirements are met.
Qualifications and Experience
Education
- Required: Advanced university degree (Master's degree or equivalent) in chemistry, environmental sciences, environmental management, waste management, earth sciences or a related field.
- Substitution: A first-level university degree (Bachelor's degree or equivalent) in the specified fields of studies in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- Desirable: Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs.
Work Experience
- A minimum of five years of progressively responsible work experience at the international level related to sound management of chemicals and waste and the electronics value chain and hazardous waste management sectors, is required.
- Work experience in developing and/or implementing international environmental programmes in developing countries is required.
- Work experience in managing development projects on sustainability or to reduce electronics and hazardous waste pollution is required.
- Work experience with Global Environment Facility (GEF) or equivalent international projects cycle is required.
- Work experience in working in, or with, the private sector on implementing upstream innovation and solutions in management of hazardous waste and / or the electronics value chain is required.
- Two (2) years or more of experience in data analytics or related area is desirable.
