The Principal Water Resources Officer is a senior role within the Water Resources Authority (WRA), reporting to the Assistant Director, Water Resources Officer Capacity Building. This position is responsible for the implementation of regulations and the development and review of policies, standards, guidelines, and procedures. This is achieved through integrated capacity building to ensure the equitable and sustainable allocation of national water resources.
Responsibilities and Duties
- Policy and Regulation Oversight: Track the implementation of regulations, policies, standards, guidelines, and procedures related to water resource management.
- Capacity Building Identification: Identify specific areas and stakeholders that require technical capacity building and training.
- Compliance Monitoring: Document instances of non-compliance with water regulations and guidelines.
- Complaints Management: Receive, document, and manage the complaints register to ensure all issues are addressed appropriately.
- Sustainable Resource Management: Implement and monitor measures for the sustainable conservation, protection, and use of water resources.
- Global Best Practices: Domesticate and integrate global best practices into local operations, particularly concerning emerging environmental challenges.
- Program Implementation: Prepare and execute comprehensive capacity building programs for the sector.
Job Specifications and Qualifications
- A minimum of nine (9) years cumulative relevant work experience, with at least three (3) years served at the level of Senior Water Resources Officer or a comparable position in the public sector.
- Bachelor’s degree in Hydrology, Soil, Water and Environmental Engineering, Chemistry, Analytical Chemistry, Geology, Geoinformatics, Civil Engineering, Structural Engineering, or an equivalent qualification from a recognized institution.
- Certificate in a Management Course lasting at least four (4) weeks from a recognized institution.
- Membership in a relevant professional body in good standing.
- Proficiency in computer applications.
Terms of Service and Remuneration
Successful candidates will serve for a probationary period of six (6) months, after which they may convert to Permanent and Pensionable Terms of Service. Remuneration is governed by the terms approved by the Salaries and Remuneration Commission (SRC).
