The Principal Supply Chain Management Officer at the Independent Policing Oversight Authority (IPOA) is responsible for the administration of the supply chain function to ensure the timely availability of goods, works, and services. This role involves overseeing the design, development, and implementation of supply chain systems and models to enhance organizational efficiency.
Key Responsibilities
Supervising the implementation and review of supply chain management policies, strategies, guidelines, and procedures while ensuring compliance with relevant laws and circulars.
Leading market surveys and research to inform the procurement process for goods, works, and services.
Monitoring supply chain contracts to ensure the Authority's interests are protected.
Consolidating and implementing the Annual Procurement and disposal plans.
Developing and implementing capacity-building programs on supply chain processes within the Authority.
Managing supplier relationships and conducting performance evaluations.
Supervising the registration and prequalification of suppliers and maintaining up-to-date lists.
Overseeing inventory and stores management in accordance with relevant regulations.
Managing divisional records and coordinating the development of internal and external reports.
Collaborating with other directorates and departments for effective supply chain coordination.
Identifying risks within the supply chain and formulating appropriate mitigation measures.
Coordinating, developing, and monitoring individual work plans for staff under their supervision.
Supervising the stocking and issuance of items to staff.
Providing coaching, mentoring, and supervision to subordinate staff.
Qualifications and Experience
A cumulative service period of nine (9) years, with at least three (3) years of experience at the grade of Senior Supply Chain Management Officer (IPOA 7) or equivalent.
Bachelor’s Degree in Procurement, Purchasing, Logistics, Business Administration, Commerce, or a related field from a recognized institution.
Professional Diploma in Procurement, Purchasing and Supplies Management, Logistics, or equivalent.
Completion of a management course lasting at least four (4) weeks from a recognized institution.
Active membership in the Kenya Institute of Supplies Management (KISM) or the Chartered Institute of Purchasing and Supplies (CIPS) in good standing.
Proficiency in computer applications.
Demonstrated merit and ability in work performance and results.
