The Principal Policy Analyst (Private Sector) at the Kenya Institute for Public Policy Research and Analysis (KIPPRA) is responsible for leading high-level public policy research and providing strategic advice to the government. This senior role involves supervising policy analysis in macro-economics, coordinating complex datasets, and managing the development of predictive models and dashboards for policymakers. The officer will also oversee the preparation of major flagship reports, including the Kenya Economic Report, and foster relationships with key national and international stakeholders.
Key Responsibilities
- Supervising public policy analysis in macro-economics and providing expert policy advice to the government.
- Organizing capacity building activities for senior government officers and high-level stakeholders.
- Coordinating the collection, integration, and analysis of large, complex datasets for relevant public policy research.
- Overseeing the development and validation of statistical and machine learning models to predict future trends.
- Managing data automation, reporting frameworks, and visualization dashboards for policy makers.
- Supervising the production of policy-oriented outputs such as discussion papers, working papers, and policy briefs.
- Planning and leading the preparation of the Kenya Economic Report and other interdisciplinary research outputs.
- Organizing dissemination activities, including seminars, roundtables, workshops, and conferences.
- Coordinating public policy engagement forums such as task forces and technical working groups.
- Reviewing research proposals to secure funding and enhance institutional sustainability.
- Supervising the development of research content for publication in peer-reviewed journals and books.
- Promoting data integrity, quality assurance, and adherence to analytical best practices.
- Providing mentorship, guidance, and capacity building to staff to enhance technical skills.
- Preparing quarterly, annual, and donor reports in line with performance accountability frameworks.
Person Specifications and Qualifications
To be considered for this role, candidates must have:
- A cumulative service period of twelve (12) years, with at least three (3) years at the grade of Senior Policy Analyst or a comparable position.
- A Bachelor’s degree and a Master’s degree in any of the following fields: Economics, Statistics, Economics and Statistics, Computer Science, Data Science, Mathematics, Public Policy, Development studies, Law, Engineering, Geo-Spatial Information Science, Urban Planning, Gender, Nutrition and Dietetics, Food Science, Artificial Intelligence, International Relations, Political Science, Public Administration, International Affairs, Social Policy, Public Health, Finance, Agriculture, Environmental Studies, or a related field from a recognized institution.
- Completion of a management course lasting at least four (4) weeks from a recognized institution.
- A minimum of three (3) publications in peer-reviewed journals, books, or book chapters.
- A minimum of four (4) published research papers or reports.
- Demonstrated proficiency in data analytics, predictive modelling, econometric modelling, and micro-simulation.
- Expertise in statistical software and programming languages such as Stata, R, or Python, and knowledge of databases.
- Proven merit and ability as reflected in past work performance and results.
