Warehouse Receipt System Council (WRSC) is a State Corporation in the Ministry of Agriculture, Livestock, Fisheries and Cooperatives established by the Warehouse Receipt System Act No. 8 of 2019. The Principal Auditor is responsible for overseeing audit assignments, conducting risk evaluations, and ensuring the efficient use of the Council’s resources.
Key Duties and Responsibilities
Audit Planning and Execution
Undertaking audit assignments and preparing detailed audit observations and reports.
Carrying out institutional risk evaluation and efficiency audits.
Conducting financial and systems audits.
Leading audit teams in implementing audit work plans.
Implementing audit fieldwork strategy.
Examining vouchers, cashbooks, and ledgers to confirm the propriety and accuracy of transactions.
Verifying the utilization of the Council’s resources.
Auditing systems and processes.
Evaluating and documenting audit evidence.
Risk & Compliance Management
Carrying out risk assessment and management guidelines.
Conducting risk assessment, corruption awareness, and anti-corruption activities.
Undertaking audit investigations.
Carrying out audit follow-ups on the implementation of recommendations and preparing audit reports.
Support & Documentation
Providing support in the development and updating of the internal audit manual.
Carrying out audit inspections of Council’s records.
Collecting and verifying data on periodical financial returns, estimates, and expenditure.
Preparing audit operational plans.
Person Specifications and Qualifications
Have served for a cumulative nine (9) years, three (3) of which must have been in the grade of Senior Auditor, or an equivalent position in a comparable organization.
Have a Bachelor's degree in Commerce (Accounting / Finance option), Economics, Business Administration (Accounting / Finance option), or an equivalent degree from a recognized institution.
Have a Certified Public Accountants Kenya (CPA), Kenya Final Certificate Association of Certified Chartered Accountants (ACCA) part III, or equivalent qualification from a recognized institution.
Be a registered Member of a professional body in good standing: Institute of Internal Auditors (IIA), Institute of Certified Public Accountants of Kenya (ICPAK), or Information Systems Audit and Control Association (ISACA).
Have a Certificate in Certified Information System Auditor (CISA) from the Kenya Accountants National Examinations Board (KASNEB).
Have a Certificate in a Management course from a recognized institution.
Be proficient in computer applications.
Have shown merit and ability as reflected in work performance and results.
